Did you add more layers of light blue after the dark blue??? The difference between the sword at 1:12 and 1:16 is noticeable. 1:12 looks good but it has a much more frozen appearance at 1:16
I haven’t tried painting frozen armor but I would probably go about it in a similar fashion. Base coat black or a very very dark navy blue. Work on a subtle nmm black/navy blue effect with the lighter blue as an edge highlight over the metal plates working in the white at the highest points. Would also play with adding blue micro scratches to the armor as well. If you find another resource that has more detail on it in your search please share as I am very curious about the effect now. I do not specifically recall. I believe I just added the white and called it. You can just add more layers of light blue if needed.
