I dont really see how motivation makes it not a mass shooting. The motivation is irrelevant, if multiple people are shot in a singualr incident then it is a mass shooting.

It's because they're not the same thing and shouldn't be regarded as such by society.
One is a targeted act of violence committed with premeditation by known criminals against other criminals whose lives have little value to society in the first place, the other is usually the domain of a deranged person who is either not in control of themselves due to mental illness or just wants to kill at random.

it would be classified a sniper incident because of the distance, position, and manner of murder (impersonal as opposed to blasting someone at point blank; personal), not the weapon used.
