You cannot rehabilitate people while they live on the street. That's ridiculous. The solution is one that is wholistic. First you house them, then you offer treatment. Keeping drug addicts or mentally ill people on the street is nuts.
Based on Ms. Monroe’s plan, I would place these people in a place to live but with the requirement that they secure and maintain a stable income. Part of that income should be for rent, food, laundry, transportation to and from work. Don’t just provide free housing, help them earn it and transition back to self reliance. $15 per hour, is $30k per year. $1000 for rent can at least begin to create a sustainable housing project to help recover some of the costs. If you accept a room/apartment, you will participate in whatever services they offer. Separate institutions are needed for severely mentally ill people. And separate rehab programs are needed for drug addicts or those with dual diagnosis (drug addiction/mental illness). That is what the money should be spent on.
