What I love is that his motivation is literally just hating children learning. Other villains would be like "Oh, this kids will learn and somehow threaten my power!" or anything. IM Meen just goes "Shit, kids studying. Not on my watch. Hellish labyrinth time."
Honestly, this is a perfect example of a voice actor having fun with a really stupid villain. if I was this guy I'd make him sound as maniacal and crazy as possible. This is the perfect representation of that.

Right after he says "secret" around 0:16, he winks right as it turns to 0:17, but the wink is so fast that's it's very difficult to see. Using the > and < keys around there while paused should make it easier to spot. I wouldn't have even known he did that at all if I hadn't paused completely at random to do something and found it on the wink when I returned to the video.
I can imagine this game potentially getting a HD remaster on Steam. They already did that with Super 3D Noah's Ark and more recently: Chex Quest, so it might not be out of the question for that to eventually happen.
No, I have thought of that before. A new, incredibly sick game would be cool. It shouldn't be educational because it wouldn't make sense, all the children that played this are now fully grown-ups, so it'd be cool a last game of I.M. Meen as a kind of "final goodbye".
