Just to clarify some things. Sauron wasn't killed by tossing the ring to the mount Doom. He poured his power into the ring. He actually survived but as such a weak spirit, that he was no longer able to cause any harm with 99.99% of his power gone.

I think Shelob has been done dirty being put in the Fodder tier. I understand why you placed her there as she doesn't do much in the films but lose to Sam. But I think this should be seen as a bigger feat for Sam. If Shelob was given a chance to show what she was capable of in the the movies, I think that she would have been in beast tier. The vile of Galadral was a hard counter for Shelob or any creature of darkness, as Galadral uses it to banish Sauron back to Mordor in the Hobbit. I feel like if Frodo and Sam didn't have it then she would have made short work of them.

There are definitely issues with this list, though I can't really blame you since this is based off of the films. While Sauron definitely takes the top spot, the next most powerful is definitely Gandalf the White, who possessed the power to contend with Sauron. The reason Galadriel is implied to be able to be the next Sauron is because she is substantially less powerful than Gandalf, who was never tempted to take the Ring, while Galadriel was tempted. The Ring's power is not to make someone invisible, but to increase the natural power of the wearer. This is why we see a dark Galadriel, whose power would grow. Gandalf's would have grown even greater, as he is a Maia like Sauron. Yet he was pure and the wisest of the Maiar, and so did not.
Regardless, the top is definitely Sauron followed by Gandalf the White.
EDIT: I have done some research over the last year by reading Unfinished Tales, among other works of Tolkien's, and it seems my initial conclusion was flawed. The Ring transports one from the mortal realm to a "Shadow realm" that exists alongside the physical realm. The reason Men and Hobbits are affected this way is because they are attached to the physical realm, having been cut off from Valinor, the Lands Beyond, etc., during the Great Curve that Eru Illuvatar cursed them with. Elves were not, however, affected by this change, and so they do not suffer the same effect of the Ring as Men and Hobbits. Dwarves are unaffected by the invisibility of the Ring because they are too strong-willed (which is why Sauron could not corrupt them with their rings).
The Rings of the Elves do not have the effect either, nor would it turn them invisible to wear the One Ring, since they exist between the Shadow and Physical realms simultaneously already, to some extent. Additionally, the rings of the elves were never possessed by Sauron. Galadriel, being an elf, would not be affected in the same way.
Gandalf and Sauron, being Maia, would not be affected this way either, since they are already more spiritual beings.
Tom Bombadil is not tempted by the Ring because he is perfectly content and a master of the self. There is nothing the Ring could offer him, so he simply rejected its power.
The Ringwraiths, like all other Men and Hobbits, would start to fade from the physical realm into the spiritual one as they wore the Rings. This is why they are invisible without their robes, but are visible when one wears the One Ring. Dwarves do not suffer that effect, hence why the Dwarven Lords had to be killed by dragons or other causes for their rings to be reclaimed by Sauron.

I like this comment, the 5 wizards were sent to middle earth not to contend with Sauron but to aid the races of middle earth through knowledge and unite them to come together to face a common enemy “Sauron”. This is why they were sent to resemble old wise men to not threaten the races as another Sauron like being. Throughout the ages, one by one each wizard other than Gandalf drifted away from the task by which they were given. Radagast kept to himself and looked after the wildlife and nature itself. Sarumon who betrayed the races of middle earth in search of power. The two blue wizards who traveled east and never returned to aid the wars to come. After the death of Gandalf the Grey, Eru Iluvatar knew Gandalf was the only one left who was still following the task. Therefore, he granted him with powers exceeding the 5 wizards to free middle earth from the dominion of Sauron. It’s never stated exactly how much was granted to him but his purpose was to replace Sarumon so at least he was stronger than him. My theory why the witch king could have broken Gandalf’s staff isn’t that he was more powerful than him but simply the fact that he conjured the essence of the dark lord from all the 9 rings and the One ring for which his spirit was binded to all rings given to men and the one ring itself. I don’t believe the Witch King himself was more powerful than Gandalf the White but the rings by which he was bound was if that makes sense

A important aspect of the journey of Frodo Sam Pippin and Merry from the Shire to Bree, was the Barrow Downs, a large area covered in Barrows, the Barrows date back to the war between The Witch Kings realm of Angmar and and the the Northern kingdoms of Eriador. The four Hobbits are caught by Barrow Wights, and taken into a Barrow, where they will die and become wights themselves. They are rescued by Tom Bombadil, a character that never made it into LOTR, Tom Bombadil rescues the Hobbits and goes back into the Barrow, and comes out with four short swords, these swords were forged by the elves to specifically fight the Witch King and his armies, and spells were laid on swords for just that purpose. So when Merry stabs the Witch King, the sword does what most swords could not do, it cuts through the sinew's of the witch King, and breaks down the enchantments that hold his form together, there is a argument for saying that Merry struck the killing blow, and of course Merry is also not a man.

Maybe even if the Ring was never found and it's power reawakened then Sauron never would have been able to exert his full will and the Third Age just would have dragged on. But also it seems it was within the nature/power of the Ring to be discovered, and it was only a matter of time.

The same goes for people like Elrond and other Elves who fought much larger creatures than anyone in the 3rd age, as Morgoth's forces in the 1st and 2nd age were MUCH more formidable (hopefully we get to see that in the Amazon adaptation) than the lesser beings found in the Third Age (The King of the Balrogs and Morgoth himself were god-like comparatively to Sauron and The Balrog in the trilogy). 2. Putting legolas and tauriel above Thranduil from a movie feats only makes sense since he did less. But you also have to remember Tauriel was only a few hundred years old, legolas was 2900 and thranduil was 6500 years old.
    3. Elrond is also placed too low, he was trained by Gil Galad and Círdan and faught with them. he also has a magical sword, one of the three elven rings of power. And to top that all is one of the few in middle earth able to read and speak quenya basicly the elven language that is used for magic.
    4. Galadriel is extremly well placed all though you could argue she could be X tier with sauron. Her power is extreamly undermined in the movies. She was the only elf ever trained by ALL the Valar not just one like most in valinor were. Her hair contains the light of the 2 trees. she is the most gifted elf EVER in foresight and was trained by Melian the maia of Doriath in magic. And it is also stated sauron feared her above all others and would never think of attacking her without the ring. He also never tried to get inside her head since she was so gifted he feared she would instead end up gettig in his head. Tolkien did state Feanor was the most powerfull elf ever but i like to say he had the potential to become the most powerfull. I think late third age Galadriel was more powerfull
But from pure movie stand point i understood this lineup. Apart from Elrond, since we actually see him in action during the last allience against Sauron, which in my opinion ranks him above Aragorn

The Silmarillion would put a huge change on things though. You would have elves being put in tiers with Maiar and Sauron would no longer be the top dog.

The tier is wrong in calamity and wizard. The balrog in Tolkien universe is a corrupted Maia (corrupted angels) of the ancient world servant of melkor. Saulron was the tactics guy and the balrog was brute force under melkor. Sauron was not the powerhouse until the one ring. They are well above Smaug the dragon and Galadriel. In melkor rule they had dragons 10x larger than Smaug and they feared the balrog lol. The reason that Gandalf the grey beat the balrog is that he used his full power of Istari which was forbidden by the law from God. Galadriel used her power of the ring and the star bottle whatever to drive sauron. Her power may be useful for dark forces but if she was fighting against balrog or Gandalf she would have died. I call bullcrap of witch king destroying Gandalf the white staff. In the books Gandalf is leagues above him.

Sauron was the most powerful servant of Melkor of all that had names at least, even without the ring.
Elves are generally weaker than balrogs, but the most powerful elves can match them and a few can even win that battle. Galadriel doesn't appear to be a fighter and would probably loose in a 1v1 vs Durin's Bane, but she's still very powerful.
I wouldn't say that Gamdalf is leagues above the Witchking, because he's Sauron's strongest servant and and would be a formidabble foe even for Gandalf. Sure Gandalf is stronger, but I'd say it's one league not leagues.

Let's clear something up, gandalf being a maia just like sauron, already possess more potential power than even galadriel by a pretty far margin, but gandalf is too Honest and wise to use his full power knowing how it could effect him and others, he also was not tempted by the ring as galadriel was, so he clearly belongs in a higher tier
Also, thranduil belongs much higher than any dwarf, as we see in the hobbit he is a much more dangerous opponent than even probably Legolas, he may not have had as high of a kill count cinematically, but as we see he has faced a dragon, he led his army to defeat the land of angmar in the north, he is one of the only ones who could probably match elrond is sword to sword combat, especially since his style would probably out match elronds single bladed defensive technique

Just going by the movies and an interpretation of those scenes... Gandalf refused to be tested by the ring, he doesn't even consider it, Galadriel allows herself to be tested by the ring and her willpower saw her through. Gandalf even says something along the lines of "don't tempt me, in an effort to do good I would be evil" basically saying if he is tested, he will fail and take the ring.
Galadriel is definitely the "stronger" in that comparison.

@@Architect_Of_Chaos This is based on the movies though, not the books.
If you want to get specific about the books, Gandalf the White was a match for Sauron, but this was bodiless, ringless Sauron. So with the ring Gandalf would easily beat Sauron, but Sauron would not really be "Sauron" and he technically wouldn't die as he was bound to the ring. So full powered Sauron is still stronger than the White and if the White is using his Ring, he still can't truly "beat" Sauron unless he destroyed his ring. Which is next to impossible. And to split even more hairs, Gandalf the White was more than just "Gandalf" he was fully empowered by Eru (the top God) vs his normal form which was empowered by Manwe which Gandalf's position was under before he became Ishtari. Gandalf before he came to middle earth, as Olorin, even in his full "angelic" form was afraid of Sauron to put this all into perspective.

The power of the witch king is in despair, and as despair grows so does his power. A big part of warfare is psychological, by beating down the enemies spirit you make their defeat inevitable. I've always felt that the witch king, as well as Sauron himself, have their power determined by the opponents perception of their power. When the land is in darkness, and the armies of Sauron are at the doors of Minas Tirith, when victory is assured for the dark lord and the city is in terror, at that moment, the witch king is greater than Gandalf because their powers come from their spirits and the lord of the Nazghul feels secure in his victory while Gandalf is in doubt.
Had the armies of the west surrounded the witch king, and had Gandalf fought him one on one in the moment of Saurons defeat, the witch king would have no chance to resist Gandalf.
That's basically how it is in lord of the rings. People lose because their spirit is broken, not because they're just physically weaker.

However to go more in depth than that if we are talking about the older eagles in the first age especially some of the named ones (who have fought dragons) its safe to say the fellbeast would be torn to ribbons
