Israel has even offered Egygt, Jordan, and Syria control of the West Bank and Gaza but they don't want responsibility over the most exremist islamist groups of the region that will also attack arabs if they aren't radical against Israel enough.
As a sanity check, exactly how oppressed would you personally need to be before you launched a mass rape/murder/pillage/kidnap attack against civillians of your oppressor? If the answer is "I would never, that's sick" then you need to realize a massive amount of palestinians have been radicalized by Islamic extremism to the point that no arab nation in their region (including those that have fought multiple wars against Israel) want them but the leading terror sponsor and most extreme islamist nation of the world, Iran, does.

They were allowed to leave. They border with Egypt, and international waters. They did not need Israel's cooperation or permission to leave.
