In yellow especially it is a pre-signal (Zs 3v) which indicates that there will be a speed indicating signal with that speed in white (Zs 3). German signals indicating the pathway usually use a big font letter(Zs 2). If it shows a "3" it means 30 kph, if it shows "2" it means 20 kph etc..
