I'm Russian. These are not blinis, these are oladushki (like a dumpling). They are also popular. The blinis have a light paste and are large in diameter. In paste will always be oil and more eggs. Can find блины and оладушки in internet will be different pictures.
Cows milk usually. You also may use kefir, so they are going to be bit more sour, which is really cool with sweet toping or stuffing. Also lenten blinis are very common. Blini is a traditional dish, which usually mean "just use ingridients you have")))))) So you may use curdled milk, milk, kefir, or mix them with water, or just water, with or without yeast, depends on what you have or prefer.

The recipe under video translated Creme Fraiche as Fresh Cream - that’s not what creme fraiche is, it’s more akin to sour cream
You forgot to put some salt and sugar for the blinis for balance...even with the stuff on the top....
