I know many residency programs won't consider h1b applicants. And i know that IMG physicians who've completed their training in the USA are h1b cap exempt, provided they work in a non profit research/university or a at a setting which is affiliated to a university. I wanted to know that if i apply for an h1b before starting my residency (instead of the more common j1), will i be subjected to the h1b cap? Even if i match into a university that accepts h1b applicants is there a possibility i won't be able to practice since there's too many H1B holders? And what if i match into a community program, will i be subjected to the h1b cap? And will getting an h1b for Residency depend on my country also?

Yes because the programs did not have to spend around 10000 USD in sponsoring your visa. if you are a lawful permanent resident (greencard holder) you don't have to worry about visa for your residency and fellowship.
