How on earth does Wily not only get the funding and resources for all his fortresses, but also completely avoid governments around the world from shutting down his constructions?
He DID have a number of elite death squads, (Mega Man Killers, Genesis Unit and Dark Men) money-making robots, (crystal man, jewel man, and others) plus many other lesser robots to do his bidding. Not to mention all of the other robot masters that he built and reprogrammed. Wily might be responsible for government corruption.
The real question is, how does he keep them running? The numerous satellites, cannons, artillery, and radars makes for a big power budget

Could just be that Dr. Wily is a defense weapons contractor who sells to superpower-level nations and thus is able to buy his way out of being suspected of anything.

No actually there's more of the song but they abruptaly cut it because it was too long you can find the full theme in youtube

Gotta give Mega Man 11 props for atomsphere, but 10's tower to space is complete overkill. Wily Castle 5 is ridiculous, how is that supposed to look intimidating?
At least the overly long tower in 10 was pretty funny (though humor is subjective).

sometimes the best way to mentally recover from something terrible is to act like it was never mentioned at all.
