If I had to guess it's probably used as an extension of Plant 42 in Palmdale which is staffed by NASA armstrong, Boeing phantom works, and the Northrop/Lockheed ADP divisions. New aircraft built there are flown at night to Area 51 and then extensive flight testing is done there in the middle of nowhere. Again, just a guess, but a reasonably educated one. It makes sense too, you don't want to be flying top secret and 6th gen aircraft 50 miles from Los Angeles or anything. And JANET allows civilian employees to live in Vegas but fly to work however often they need to.

The US Govt does not fund this operation. There are 5 levels of this facility. Surface airport, which is literally an airport for flying the residents and workers in and out. 2nd level is security and processing. 3rd level is commercial (shops/restaurants). 4th level is residence. 5th level is workshop (hangars, mills etc). There is talk of a 6th level which is said to be a power plant and high security (mox fuel containment). On a technical outlook, it has zero to do with UFOs, aliens from other worlds, etc... never has it been associated with these things except for US Citizens speculating about it.
