    You need to use a steel flat washer between the bolt head and the upper aluminum bracket. It spreads the force more evenly. Another steel flat washer between the "Tee" washer and the nut. Again it spreads the force better and should help to keep the "Tee" washer from turning when tightening the nut. It is a good practice to use a steel flat washer between a bolt head or nut and any aluminum part. Also it helps prevent "galling" which gives a false torque reading with the fastener.

    My tundra’s GFC has just the normal bed rail mount (the one you showed second). Is it worth changing to the Toyota T rail version?
