The only doubt that exists is that to verify ID of Facebook profile, one must select the option that we are selecting to verify ID to run ads about social issues.... Even if someone doesn't want to run ads on social issues... there seems to be no other way to verify Facebook profile using ID. Would you recommend to verify profile using ID or should one just run ads without it?

Well if it is saying so, it won't let you create a business manager for now atleast. Only way around it right now will be to take help of your family's or friend's FB id and create BM from there and take access. But as I mentioned in the video above, do find out why was the BM got banned in the first place so that you can avoid it next time.
My ad account got restricted, and i believe this is the first time i got restricted, FB doesn't really disclose the reason behind the restriction, until now it's no big deal as i can create another ad account. However when i tried to appeal and requested a review, to my surprise this backfired to my FB user that got disabled permanently, which is really shocking because normally it goes through a know process: 1st ad account restricted --> 2nd ad account also restricted --> Business manager restriction and finally user account restriction, but in my case it was straight from ad account to user account. I spoke with FB support 3 times now but unfortunately there is no solution for that, that's their claim.
These days you can't really predict FBs moves. Best way forward, forget what happened and move on. You need an existing account like family or friends or you can create a new one. But be careful because FB might block new account too if you don't give it s chance to warm up. By now i assume your internet ip is also blocked by FB, so make sure you use dynamic ip internet and change your ip address. Once you create new account, give it few weeks to warmup and until then add few pics, follow few pages and add few friends. This should help. But make sure you find out reason why FB blocked you last time so you don't make same mistakes now. Good luck 🤞

Better for now that you create a new Facebook business manager and in that create a new ad account and start over. You can keep checking the status of old one, but sometimes it takes a lot of time and sometimes they don't even respond.

See if you can talk to meta business support, thats the only way to recover it. Otherwise create a new one.
