The reason why the boat went slower with the fin on is because you didn't trim the motor up correctly for the top speed run. Because of the added lift generated by the fin it will cause the boat to run bow down if not trimmed up properly. When trimmed correctly there should be a slight increase in top speed, but nowhere near 10mph. The main advantage of a fin is better planning ability and a more fuel efficient cruise.
It did plane out for once. That was the main issue causing slower speed. When loaded with guys and gear. By my self I didn’t seem to change much though without power trim I couldn’t get it just right either. I ended up selling the boat. And now I kick myself daily. Shouldn’t have gotten rid of it. 😢

In my experience, hydrofoils absolutely work - all of them, and pretty much any brand to some degree or another. After 50 years of knocking around in freshwater lakes and rivers in small boats, I haven't seen one yet that I thought couldn't be improved with a hydrofoil. Some can be tremendously improved, while others only slightly, but I say any degree of improvement is a good thing. If nothing else, they all will jump up on plane faster and maintain it at slower speeds with a hydrofoil.
The tail is not meant to give higher speed its about stability. Its helps bring down a rising bow and helps reduce cavitation. It does add performance but also adds a lil drag. I always end up adding a tail to my out board the benefits are worth it if all you lose is about 1 mile per hour in speed.
Whale tail isn't supposed to increase speed... You tested for wrong reasons. It's meant to improve hole shot for shallow water take offs using outboard pumps
What need to do is get 3 of your buddies, fill the live well with water, and instead of just looking at top speed, time how long it takes to get the boat on plane. Speed isn't just all about top speed. Find a mile stretch and with your buddies in the boat do a mile drag race and see which time is faster. Foils can't make a light boat faster. They were never claiming that. They take an underpowered boat and gets it on plane and keeps it on plane. If you have an rpm dial, see how many rpm is needed to plane with and without. The people with reviews that focus only on top speed in an empty boat haven't looked into what hydrofoils actually are.

I installed one last winter! Gas mileage has increased incredibly! And planes out immediately! I love mine
Got mine on plane when heavily loaded. They definitely work in the right application.
Raise the motor height up 1 or 2 holes and re test . It should pickup some speed

It did help get on plane when the boat was loaded with 3 guys and gear. Can't complain it did work.

That seems to be exactly what happened. Lost 1 mph but gets it up on plane and holds it there

slow down ,change the hight of motor , a little higher , changing props can also help , its not just one thing ,
