Based on the footage this looks perfectly reasonable. If it was a reckless driver, they would have sped off after passing you but the Tesla didn't. It seems they just didn't realize the lane was ending. I've had this happen to me several times in new areas because when a lane ends right after a traffic light, it usually catches me off guard...and this one doesn't look to give you very much time to react. One thing you don't know from the video is if there is someone behind the person filming. If so, then it was much safer to use the quick acceleration of the Tesla to hit the gap in front. Also, the left lane appears open so if the Tesla was wanting to speed and pass everyone, they probably would have just used the left lane.
The Tesla had enough power to undertake you, and did it rather easily. I don't think the maneuver was "reckless", but more unadvised or risky as the Tesla could have filed behind you and then could have proceeded to overtake you.
