This is way way late but i remember a trick for getting into Lucas' house.. If you grab a garbage can and set it upside down next to the low roof on the backside of the house, you can jump up on the roof. Once you make it on top, there is a hatch entrance into Lucas' home.
Or you could wait for the door to be unlocked. If you complete the Power of the Atom quest and talk to Lucas in the evening, he'll go back home, and you can go in and meet him there. I think his door is unlocked for a few hours each day.
the only one you need to wrry about is the one outside the entrance the one inside will walk down the corridor allowing you to sneak around and grab it

What I would like to see is a video or other guide that not only shows where certain items are, but also mentions other things/quests in or near the same area. Also, a recommended order of which to get first or what character level would be good for each one would really help.

@LockTheMadnessPrince No. You won't have any further stat bonus past 10, as ten is the maximum amount possible. In fact, any SPECIAL stat already at 10 will not decrease or increase because of bobbleheads or the Almost Perfect perk.
@-rib-YOOT. "attribute" is both a noun and a verb, but they are not pronounced the same. Melee is pronounced may-lay. The others mispronunciations were only mentioned once.

@DoubleGaming there are snowglobes, but they don't change your specials or skills in any way. The only benefit they have is 2000 caps a piece to a robot in the lucky 38 and an achievement for collecting all 7. :)
You hadn't seen in any of your playthroughs because of iether two things: 1. You never selected the Lawbringer perk. 2. You have selected the Lawbringer perk, but seeing as Juders is a random encounter, you're not guaranteed to encounter him. Actualy encountering him is a very good thing, as he is the bearer of the unique pair of Spiked Knuckles, Junders Valid Points, and his finger is worth 1000 caps.

Another way of getting to rivet city is to go beside the Arlington Library and you'll find a guy with a missile launcher and behide that man is the river, just swim north and go around the Jefferson memorial
+Lucas Bernardino The bobleheads aren't the only reason to explore either, Lucas. If you don't explore, you miss out on getting free ammo and weapons. Why wouldn't you explore knowing that?

I didn't even know one was in there when I found it and didn't even remember picking it up till after I saw the videos for the bobbleheads. I actually had to go back to my place in megaton to see if I did.

If you book it to Operation Anchorage, after exiting the vault, you can have a perfect character early in-game. You just have to know how to farm kills, on Very-Hard difficulty, to maximize experience.
Head in the door on the left that enters a stair well, and follow the signs on the wall that will take you to the science lab. The doll is on one of the lab tables.

Its amazing how much detail he got in his map,wish it was that clear in game,I have mine black &white,better than green .

It might of been a glitch but for the strength bobble head once Lucas Simms door was unlocked so I walked in and he was in there.
Not a glitch, Simms' door is unlocked for a few hours per day.

believe me this was the last base game achievement i needed for this game and I've wanted to get it for ages, and also I was kinda in the zone LOL
Well since point lookout has me dying over and over again I believe that I should indeed pick these up at the end
for endurance i found using the fat man on the deathclaw more effective than the mines. but the fat man vs. anything is pretty funny.

Rivit City, Science Lab. You have to go there for the main quest eventually anyways.
The alien pistle is the bat gun in the game, it turns death claws into a pile of dust in a second

The endurance one is easy if you have the chineese stealth armour and a fair amount of stealth points
