No, the contractor is incorrect. Inspections are usually mandatory when getting a loan from a financial institution as related parties are very serious about there money, but customers can request inspections.
The problem with inspections is that most times customers want to use persons who are technically incompetent to carry out inspections which often leads to conflict

No sir, it is an issue coming from both workmen and clients. Many times, you meet good customers who have bad workmen and in the opposite sense I have seen many good contractors and worker that meet customers who do not want to pay. Reputable international contractors come here and also complain about customers' bad payment practices
