I'm pretty sure that lever on top of the bell housing is for the PTO engage, but if moving the lever doesn't affect anything, it might be disconnected. I don't know as much about the Dubuque-built tractors as I do about the Waterloo-built ones. That 430 is coming along really well, and it's in really nice original condition overall. Can't wait to see more videos of it.
Thanks man. I've hardly even started haha. Once I graduate in May, my focus will be getting this thing cleaned up and painted. It'll look like a new tractor. I may try hooking the bush hog to the PTO and see if the lever changes things with a load back there. Currently, the PTO is always on if the clutch is not depressed.

MichaelTJD60, you are correct. That lever is for the PTO. The PTO will spin, with no torque, even though the lever is disengaged.
for your mowing vids you should mount the camera on top of the roll bar
That lever should engage and disengage the pto
