The ventillation should be clean , if they are - reinstall windows once again and install all drivers by windows update .do not install manually , also remove any SW that controls speed of the processor - like throttlestop etc. if none is working , dissemble motherboard and clean thermal paste on the CPU and GPU , repaste thermal paste and start the PC , this should do good , if still does not work , change the motherboard.

My computer is completely normal, but about 2 or 3 times a day the CPU clock will be locked at 0.39 for 3-5 minutes and then it will automatically return to normal. Is the problem I'm having the same as you're describing?

When you're in desktop go to the power button and hold down SHIFT + click restart => a blue screen will pop up where you have to select restart to UEFI BIOS, pc will restart and take you there
