I think the Chinese wanted a non violent confrontation which would only lead to military buildup and make India lose resources but after the Galwan incident, their plan got thrown off and a whole country turned against them and in the process they lost soft power and investments in India. Thanks to the brave soldiers for giving us a wake up call by their bravery and martyrdom.
I'm surprised to see how well the chinese analysed India. We need such brains who can do plain analysis logically without getting emotive. I hope we get to see such work from our strategists.

As a Chinese native, I’ve always believed it’s a misstep by the Beijing government not to have a good enough relationship with India. But I also understand why given the status quo. It’s getting increasingly important for China to keep up its good relationship with Pakistan, and China currently doesn’t have a strong reason to be relying on India strongly, yet. So that makes the paramount importance of controlling Tibet the dominating factor in the Chinese strategic mind. But I think things will take a turn for the better in the next couple of decades as India expands further as a consumer market and continues to sharpen its edge in technological services, to the point where Indian tech leader can start to take up market shares in China. NehRU was a brilliant strategist.. Nehru actually invaded china when china was begging for food, taking advantage of weakened china caused by the famine of 59-62 that 30 millions died. Moreover, China had a big fallout with the soviet and India was still in the soviet camp. USA-Soviet was also distracted with the Cuban missile crisis. The Indian army was chased off, and china even manage to retake southern tibet that had been taken over by India.. However, the famine had a toll on china.. Being unable to keep it, they retreated. It was lucky break for India NeHrU was so terribly shocked by the emaciated china army which managed to overcome the strong well fed battle hardened Indian forces-, that he went into deep depression and gave up his conquering ambition after successful annexing nations for past 13 years. . No other Indian did any better. By the way , if china had planned the Invasion, they wouldn't have retreated. They were completely surprise at their victory in warding off the strong Indian forces. Excellent analysis as usual by Sekar. Two things we need to remember/ask: 1) This is a document written in 2013 - 7+ years is a long time and in a dynamic world much has changed for both the sides. 2) In a modern day iron curtain country how come a strategic document is in free float?

China has made certain assumptions about our so called doctrine and derived counter thought and counter measures. The truth is that we never evolved any strategy or doctrine, and have always reacted to the emerging situation. Nehruvian era thought and policy have taken india down the drain. Post independence, by now we should have been a few notches higher on the power scale. Alas, we'll continue in the same mould, even with the present disposition, as knowledge and ability to foresee and lay out a roadmap for long term development and strength, to project power much beyond our frontiers, is sadly lacking, and neither does anyone want to learn or let professionals do it for them. Sun Tzu and Chanakya are being quoted ad nauseum, as if nobody else was ever born capable enough to evolve and articulate strategy and power doctrine for us.
Look at the emergency procurement for army and airforce since this conflict started it is clear that china did not wanted full war but just wanted our defence expenditure to diverted more toward army than navy. Meanwhile china is strengthing it naval strength multi fold in indian occean and south china sea.
When Cholas had a strong navy between 9 to 13 ad, they were ruling the Indian ocean and had control over Malacca straight. Modern India should focus on strengthening the Indian navy at any cost.
If I am not wrong, the Malabar exercises have been going on for a long time before this document came. So predicting Quad, as a grouping of like minded democracies isn't that big an achievement.
Its no great feat honestly. A few students can prepare such documents about china, how the chinese have slowly been becoming more aggressive especially under xinping.
I think the Quad was first envisioned in 2007 or so, but couldn't become real as Australia withdrew, not wanting to impact their relations with China. Covid-19 changed that in 2020.
Such deep analysis of India's defence policy, it shows China sees India as the main obstacle in Asia (and even in the world) in its path to world dominance. Previous indian govt failed to realised this partly due to less assertiveness of China as China's focus was on its economy. Modi govt is now trying to do a china, passively content china and Pakistan with the help of US led anti-china axis (if you will) and focus on economy until we become, say, a 10 trillion economy. This will make India economically and millitarily too large for china to handle.
Very commendable to see you talking about this paper sir. One thing to correct you, the QUAD was first conceptualised in May 2007 in the sidelines of the ASEAN Regional Forum in Manila when the first Quadrilateral Security Dialogue was held and followed by Naval Exercise involving Quad Countries i. e. India, Japan, US and Australia. Australia later left the Naval Exercise but rest of three continued in the form of Malabar Exercise.
The Chinese incursion actually served India well in ways that they did not calculate. Other than the punitive economic retaliation against China, it forced India to quickly start to augment and modernize its air force - including inking the Tejas deals and probably more to come, assess its ground based armed force mobilization, deterrence and modernization efforts, moving towards being self dependent, and, having done these in a short and squeezed timeframe, now given the Indians an impetus to focus on its naval dominance. Something India may not have contemplated doing in a short order. More power to the nation. Jai Hind!

India still punches way below its size. It is not even a regional power considering what is going on in Burma where India has no influence. India is not only a backward country, it’s a backward looking country deeply mired in it’s past and bogged down in settling old Hindu Muslim scores. China has moved on learning from it’s past & preparing it’s people to learn from past but focus on it’s future to become a leader in all technologies in 2049. As a Chinese native, I’ve always believed it’s a misstep by the Beijing government not to have a good enough relationship with India. But I also understand why given the status quo. It’s getting increasingly important for China to keep up its good relationship with Pakistan, and China currently doesn’t have a strong reason to be relying on India strongly, yet. So that makes the paramount importance of controlling Tibet the dominating factor in the Chinese strategic mind. But I think things will take a turn for the better in the next couple of decades as India expands further as a consumer market and continues to sharpen its edge in technological services, to the point where Indian tech leader can start to take up market shares in China. That’s when we’ll have some fun, and lots of money to be made.

It was lucky break for India NeHrU was so terribly shocked by the emaciated china army which managed to overcome the strong well fed battle hardened Indian forces-, that he went into deep depression and gave up his conquering ambition after successful annexing nations for past 13 years. . No other Indian did any better.

"Defense into offense during wartime" basically what that means is that you have FOBs (forward operating bases) that in the event of a defacto or dejure war, have all the tools and capabilities to launch offensive military operations in their respective AOE (area of effect). That means usually that these FOBs are well fortified with supply lines to not just defend, but turn that defense into offensive actions as per requirements.

Definitely the nsc and China study group know more than us and will handle accordingly. Dr. Jaishankar drafted India's nuclear policy and last I checked NSA is still drafting our strategic doctrine.
China has made certain assumptions about our so called doctrine and derived counter thought and counter measures. The truth is that we never evolved any strategy or doctrine, and have always reacted to the emerging situation. Nehruvian era thought and policy have taken india down the drain. Post independence, by now we should have been a few notches higher on the power scale. Alas, we'll continue in the same mould, even with the present disposition, as knowledge and ability to foresee and lay out a roadmap for long term development and strength, to project power much beyond our frontiers, is sadly lacking, and neither does anyone want to learn or let professionals do it for them. Sun Tzu and Chanakya are being quoted ad nauseum, as if nobody else was ever born capable enough to evolve and articulate strategy and power doctrine for us.
Look at the emergency procurement for army and airforce since this conflict started it is clear that china did not wanted full war but just wanted our defence expenditure to diverted more toward army than navy. Meanwhile china is strengthing it naval strength multi fold in indian occean and south china sea.

When Cholas had a strong navy between 9 to 13 ad, they were ruling the Indian ocean and had control over Malacca straight. Modern India should focus on strengthening the Indian navy at any cost.

If I am not wrong, the Malabar exercises have been going on for a long time before this document came. So predicting Quad, as a grouping of like minded democracies isn't that big an achievement.
Its no great feat honestly. A few students can prepare such documents about china, how the chinese have slowly been becoming more aggressive especially under xinping.
I think the Quad was first envisioned in 2007 or so, but couldn't become real as Australia withdrew, not wanting to impact their relations with China. Covid-19 changed that in 2020.
Such deep analysis of India's defence policy, it shows China sees India as the main obstacle in Asia (and even in the world) in its path to world dominance. Previous indian govt failed to realised this partly due to less assertiveness of China as China's focus was on its economy. Modi govt is now trying to do a china, passively content china and Pakistan with the help of US led anti-china axis (if you will) and focus on economy until we become, say, a 10 trillion economy. This will make India economically and millitarily too large for china to handle.

One thing to correct you, the QUAD was first conceptualised in May 2007 in the sidelines of the ASEAN Regional Forum in Manila when the first Quadrilateral Security Dialogue was held and followed by Naval Exercise involving Quad Countries i. e. India, Japan, US and Australia. Australia later left the Naval Exercise but rest of three continued in the form of Malabar Exercise.
Thing about navy is also on point.
The Chinese incursion actually served India well in ways that they did not calculate. Other than the punitive economic retaliation against China, it forced India to quickly start to augment and modernize its air force - including inking the Tejas deals and probably more to come, assess its ground based armed force mobilization, deterrence and modernization efforts, moving towards being self dependent, and, having done these in a short and squeezed timeframe, now given the Indians an impetus to focus on its naval dominance. Something India may not have contemplated doing in a short order. More power to the nation. Jai Hind!
