So US, Germany, Japan etc all decided to restart their older NdFeB and SmCo production. There was a time when Germany and US were market leaders in the mining and production of NdFeB and SmCo magnets. They conceded their production to China as the mining and extraction is a very dirty and messy business. Indian Rare Earth aka IRE is a rather poorly managed PSU (it has a monopoly on all rare earth mining) and has been so for several decades. If we improve the efficacy of the management of IRE we could be partially sufficient in rare earths. Not 100% but maybe as much as 50%. India in fact at one time was shipping tonnes of mineral sands to China mostly for use as paint pigments. The mining belt from Karnataka to Ponda (Goa) was stripped bare of these oxide rich sands.
