Obviously the best pony commander is Princess Twilight Sparkle, on account that she's a horse lord for 2 mana, has all five color pips to play as many other equine cards your heart could desire, as well as a win con that lets you and your bracket immediately cheese any tournament win counts. Close second is Rainbow Dash because she casually goes infinite with Najeela, the Blade Blossom if you have four other fliers on board and you give her Vigilance, which shouldn't be too difficult in Boros colors if you've ever seen a stack of draft chaff. Now, as for the question of best pony, that's a different matter altogether, and strongly depends on what time you decide to stop watching the show before character assassination can kick in.

Like if I'm looking at the front end of a bear or something we can assume that there's a tail back there, but maybe that bear got its tail blasted off by a wizard or something. And if my opponent casts Snakeform on my human, do I get a counter because it has a tail now? Or do snakes even HAVE tails? Or is that just its body??
Snakes do have tails, but in a deck based around Fluttershy, I'd rule that you have to *see* the tail in the art, like how Nightmare Moon//Princess Luna requires you to see the moon in artwork for her ability.
Given the wording on the card and the fact that we're in silver border land, I'm going to say an implied tail works, as does a snakeform. Notably, though, I'm going to say that the creature itself has to have the tail, not just anything in the art, again because of the wording.

Once your spirit is broken, you’ll finally have the counter spell in time, only for your opponent to be blue as well and have one more
Honestly, when it comes to Selesnya horses, I would choose Lathiel, the Bounteous Dawn over this. To me, snowballing stronger creatures from Green/White’s lifegain feels a bit more explosive than this effect. To me, Simic, Temur, and much of Jund deserve the hate more than Selesnya merely by the fact that Korvold and Animar even exist. Most of what Selesnya does is honest and fair magic.

Some are just reskins of existing cars (Godzilla, Princess Bride), others are bespoke (the others). I don’t know much about MLP, but I feel for fans of the show that all they get is a handful of joke cards, none of which are actually legal in the game. Wizards of the Coast (the people who make MtG) should make a proper set, even if only a small number of cards, or not bother.

She's stared down an angry dragon, fooled a megalomaniac and her entire brainwashed cult town, and was the only being capable of reigning in the living spirit of chaos. Her power is near-limitless. Do not fuck with the yellow one.
Once more, I request Slimefoot and Squee for all the BS it can do. Our commander + pitiless plunderer + any sac outlet + flayer of the hatebound. Sacrifice flayer twice, ping something for damage, sacrifice the commander, pay 1 mana, bring back the commander and flayer, ping two things for damage. Now we have an extra treasure to be able to redo this combo infinitely to win the game. With a phyrexian altar we're able to do this combination with 3 cards and pay 1 mana per iteration. Protean hulk is immensely powerful in this deck because it allows you to cheat a win condition into play and our commander cheats the protean hulk into play. We can use this to quickly establish a board state that either protects us or wins. Hermit druid gets anything we might need into the graveyard. And considering we can win the game off of creatures, we can run any number of things that just cheat them into play because we're playing green. We also have access to black tutors to get any missing combo pieces into hand quickly. This deck wins around turn 3-5 consistently and if you haven't played against a properly constructed version of the deck, I highly recommend you being the one to teach your opponents that cards like grafdigger's cage and containmentb priest exist.

Others noted it, but honestly I find this card (and reading the other MLP cards, the other commanders" fucking hilarious. 1: I was tempted to joke wondering if she'd be Green/Blue in order to use Counterspells as The Stare, UNTIL THEY STRAIGHT UP GAVE HER THE STARE AS A CARD FEATURE. ALONGSIDE BEING HALF WHITE MEANING "HANDCUFF COLORS". Also, Flutter's ability to give not only herself but other players 1/1 counters on their animals reflects the character so comically well, what with Kindness being her entire deal. And of course "Anything With a Tail" being so weirdly specific it's wonderful. 2: Reading some of the other MLP commanders... Rainbow Dash getting a Coolness meter that gives here "20%" each time anything with flying or haste she has attacks, and which gives her one mana of every single color after she taps out with 100% is kinda funny for both managing to reference the meme and also actually give "Rainbows" a mechanical purpose in her effects, and... Honestly I could go through every single one of these commanders giggling at their effects, but I'll shut up.

Others noted it, but honestly I find this card (and reading the other MLP cards, the other commanders" fucking hilarious.
1: I was tempted to joke wondering if she'd be Green/Blue in order to use Counterspells as The Stare, UNTIL THEY STRAIGHT UP GAVE HER THE STARE AS A CARD FEATURE. ALONGSIDE BEING HALF WHITE MEANING "HANDCUFF COLORS". Also, Flutter's ability to give not only herself but other players 1/1 counters on their animals reflects the character so comically well, what with Kindness being her entire deal. And of course "Anything With a Tail" being so weirdly specific it's wonderful.
2: Reading some of the other MLP commanders... Rainbow Dash getting a Coolness meter that gives here "20%" each time anything with flying or haste she has attacks, and which gives her one mana of every single color after she taps out with 100% is kinda funny for both managing to reference the meme and also actually give "Rainbows" a mechanical purpose in her effects, and... Honestly I could go through every single one of these commanders giggling at their effects, but I'll shut up.
