before my current job, i worked in the construction industry for 14 years. turning off the water from the knobs beneath the sink and the water actually turning off is a really good sign. it means you will likely be able to diy your work if you want to. without seeing it, there are two potential, likely issues at this point.
1) a bad faucet. good bathroom faucets from amazon cost around $30. 2 8 inch adjustable wrenches and 1 12 inch adjustable wrench make the replacement job easier. you'll need some sort of bowl to catch the water, light to see what you're doing, and in my opinion, a pillow to go under your back so to not feel pain from the cabinet lip. depending on your bathroom faucet setup, there should be around 4-5 screws to unscrew from beneath. remember, when you're tightening it back, while it needs to be tight, it does not need to be at your full strength. you can break it if you over tighten it.
2) sink basket. the metal thing at the bottom of the sink that screws onto the sink itself can rust, corrode, and break apart causing a leak. replacing the baskets require a long of strength and effort. sink basket accessory sets usually cost around $8.
there are a few other potential issues, but are way less likely and less common. if the issue is either of the above, the work should take less than 1 hour. also, this site has great video walkthroughs if you want to see someone do it before you trying to do it.
