Though Whis doesn't mention it: The real reason, why Goku witnessed just dramatic side effects, when losing Ultra Instinct, is because of his raging outburst, when Jiren attacked his friends. To safely maintain the complete Ultra Instinct form, you have to be completely calm and emotionless. That rage outburst completely disrupted Goku's ki balance, as well as the balance of his body and mind.

And yes, Whis mentioned, the overexceeding of his limits also took a toll on Goku's body, but it wasn't the only reason. The second reason was his rage against Jiren. Though it was never officially mentioned, see it like that:
If you went from completely calm and emotionless to enraged, your heart is beating faster instantly and this disrupts the balance in your energy flow, therefore this can damage your body, when taken too far.

If you slowmotion 14:19 and watch Goku, you can see him make tiny ki blasts on his feet and glide/dance upward towards Jiren.

I like how MUI had a rebound effect, just like mystical martial arts skills in popular fiction.
One of the best endings to an episode. MVP 17 is back with the clutch and Golden Frieza is here just not knowing when to give up.
in anime history no anime has had so much build up n showed how much the character spirit n progress from fights will pay off unlike dragon ball i always rewatch all the 131 episodes n even watching it while watching aimin gives me goosebumps man been watching dragon ball since 2009
Fr. Goku especially is a symbol of growth. It’s interesting to me how goku’s whole perception to many outside of the immediate fan base is how strong he is but in almost every major fight he is in it’s a uphill climb. We have come a long way from a low class saiyan kid goku to a universally respected goku

Every fan around the world jumped up on their seats when they saw Android 17 at the end of this episode And just when you think that it won't get better, the next episode will blow your mind even further. That is how good this show is . Always has been since day one of OG Dragonball.

The headcanon copium time: and most logical possibility I think is that Jiren knew the blast could have never reached the bench with so many angels and gods of destruction gathered on it. He just wanted to prove a point and that's why he looks at the rock when he says "turn to dust, just like this", a busted rock was all he needed to make his point clear.
OR he tried to kill all of goku's friend trying to blow up a bench with angels and gods of destructions on it as a defender of justice, you choose.

It’s the same colour attack that Freeza used to heal Goku and Goku used to heal Freeza so it makes sense
