Dami ko nakikitang ganyan mga substandard or not proper helmets, tama yan paghuhulihin niyo lahat lalo na yung wala talagang helmet!!!
Give them a ticket and confiscate the substandard helmet. That way they will be forced to buy the real and authorized helmet.
They don't have any authority to take the helmet.. But the penalty is pretty hefty.
If it was always strictly enforced, people would stop wearing them.

It’s cheap plastic bump helmet modelled on an Ops-Core FAST SF ballistic helmet that an air softer would use. It would offer almost zero protection in an accident as there’s no structural foam inside that would dissipate the energy in a crash. Even with a real Ballistic helmet (which would cost a lot more than a motorcycle helmet) , it would be terrible to use for a crash helmet. The bottom line, a motorcycle crash helmet is designed for a specific purpose and that’s why the law requires them.

What is the policy about motorcycles without plates yet from LTO, will it be ticketed?
I experienced this during renewal, the MVIC required me to have a temporary plate done which means I paid for it despite the fact that during the first registration I already paid for the plate that I did not receive yet.
If you don't have your LTO issued plate, you're required to install a temporary plate.
Dealers are actually meant to provide them.
Back then, I had the same helmet with that guy at 2:47 and was approved by DTI so they gave me the sticker. I had doubts at first that they will reject it but weird enough DTI approved it
I've seen TV shows and UA-cam videos from other countries, where they do proper lab testing of motorcycle helmets.
Sometimes you'll see they have budget brands that are popular here in the Philippines.
And unfortunately the result is that they fail to meet the standards.
But I'm not surprised, because there are some helmets that have allegedly been approved and tested to meet PH standards, but the moment you pick it up, you see that it's paper thin, weighs nothing, and costs only P500.
PH helmet standards are meant to be inline with international standards 🤷♂️
I'm not going to say that it's impossible for a budget helmet to meet the legitimate safety standards. But my advice would be to invest in a helmet to protect your head, not just to avoid being apprehended.
Although it's also worth noting that there have been many cases where people have printed or placed fake stickers / markings on helmets (and other products).
How do know if the drivers of 4 wheels have licenses .? You assume that they have? Why not check them also. Just asking....
The assumption is that everyone has a license, whether they're driving a motorcycle, car, truck, jeepney etc.
This isn't a checkpoint. You can see many motorcycles, cars and other types of vehicles passing without being flagged down.
Only those drivers or riders that have a violation are being flagged down. That's the time they'll know whether they have a license.
But putting all of that aside, based on the tens of thousands of apprehensions that I've personally monitored, I can say that it's rare to catch someone driving a car without a license. It does happen, but it's rare.
Compared to motorcycles and tricycles, where it's very common.

Still don’t get it why would someone wear an authorized helmet and not even clip it. Firstly, it doesn’t prevent you from getting a ticket. Secondly since it not clipped on it would just fly off in an accident. So what’s the purpose of it?

Not only will it fall off in an accident, but many times the helmet actually slips down and covers the riders eyes, making him a big hazard on the road.

Some of their law enforcment personnel are assigned to SAICT (formerly known as i-act)
They are deputized by LTO and have been doing this for years already 👍

That new resolution from the metro manila council is bs... I saw some tarp signs in manila/recto and it's only prohibiting pedicab/tricycle and "e-bikes" not etrikes along the major roads. And when you look you'll see all the mentioned vehicles still roaming the roads of manila.
To be honest it's going to be a challenge. I mean just look at how many regular tricycles can be seen on EDSA and Commonwealth, despite being prohibited for decades.

Because what a lot of people are using is just a lookalike helmet. They're not genuine ballistic helmets.
If you search for the definition of "tacticool" it will come back as:
"Having the impressive appearance, but not the functionality, of tactical military equipment"
And often when you ask a rider why he's wearing that style of helmet, he will tell you because it looks cool or because it looks pogi.
why the bicycle rider at 01:25 of the video wasn't even hailed and given a verbal warning as he isn't wearing a bike helmet... yes, the operation is for motorcycle riders but don't you think the safety of the bicycle rider is important too.

There's no national law that requires cyclists to wear a helmet. There have been proposals, but nothing until now.
I would still recommend wearing a helmet though, even if the law doesn't require it.

There are some "Harley" style helmets that do allegedly meet the standards.
Although there's also many that just LOOK like that, but don't meet the standards.
Personally I wouldn't wear that style of helmet.

The problem is those buses p2p their terminal where they stop and the destination you need to get off is way too far you have to get another jeep. Such in crossing cubao that I need to get off from crossing ibabaw but the bus will only stop on the terminal I have to walk all the way back to crossing ibabaw from sm megamall imagine they get rid of the regular buses plying in edsa where you can get off easily with no hassle, they implemented a very dreadful nightmare on passengers the new bus system really sucks
