Just flash a good BIOS in there and it will be fine for a budget build.

rx580 has 2304 shading processors. Mllse is legit, I got their rtx3060 refab in December, works OK with official nVidia drivers
it's not a scam, and you buy everything is produced in China anyways;; this is a refabricated card with 570 core [at best]
