For HL1 the GPU was at 50% at a clock speed of 1.7GHz scale that up to its max clock of 2.6GHz (stock) and the card was actually at like 30% or less. In half life 2 the GPU clock was also limited to 1.7Ghz.
They don't put warranty void seals on pc parts... it is just to tell them if you opened it or not, so they can check for end user damage. Has nothing to do with the warranty. That would be illegal I am pretty sure. The sticker being broken means the refurbished card would've been done by someone other than the manufacturer because I just received a 4090 from Asus as an RMA, and they say RMA replacements are either fully brand new cards or brand new with some remanufactured parts, that the card has never been sold or touched by an end user and it is only labeled as "Refurbished/Recertified" due to not being able to legally sell warranty replacement stock as new. Came in a brown plain box that had a "Refurbished" label on it and the sticker on the GPU was untouched or most likely replaced with new sticker if it was a partial new unit with refurbished part/s.
YOO I used to used the Custom DSR tool a ton on my 2070! I love taking extremely high resolution screenshots, you get so much data to work with (even more combined with HDR. Jxr can be a bit frustrating to work with, but the cameraraw plugin makes it easier as I can extract the jxr files to something like jxl, dng, or psd). I am now on a RX 7900 XTX, and using a virtual display driver (looking at the virtual monitor through OBS). I have to do this because VSR is arbitrarily capped to 8k even with regedit or other tools lol. The extra VRAM is awesome for high resolutions. Anything above 16k black screens. The 7900 XTX is so nice, saved me $2500 since I would have had to upgrade my entire system to support the 4090 instead of just a plug and play transfer with the GPU and my current hardware. I was happily willing to lose a few features and ray tracing performance for $2500.
Yeah only on a 4K screen here so testing a few things at 8K and it's holding up surprisingly well (FFXIV benchmark / FFXVI), got about 35-50 FPS during the demo. PS is far more CPU leveraging though, as you said, but still a pretty awesome test haha.
If you are in the us warranty voud, if broken stickers mean absolutely nothing, you have the legal right to take whatever the hell you want apart as long as you dont break it
i also use photoshop everyday and i love old games and graphic cards. altough i have just a 3080 gpu, i'm also fascinated with running old games on it and trying to fill up my monitor's refresh rate of 165hz in HDR on Qd Oled. I made Dishonored 1 look insane with hdr and Reshade, at 165hz. such satisfaction. this video was right up my alley!
Increasing the resolution of a game past the monitors native reoslution will have no effect on the actual apearance because the graphics card will render in in 16k then drop it back down to 2k.

Computer did not like trying to play the video at 8K, 5700X pegged at 100%, GPU not doing much. My guess is since the 2RTX 2070 doesn't support 8K the browser default to a CPU render of the video at 8K, which 8 cores is simply not enough.
