Terra couldnt afford a battle of attrition, the Emperor knew that, Horus knew that as well, but both side were getting desperate, which is why Horus opened up his flagship for them to board, and why the Emperor boarded it.

Traitors knew no matter whatever they scheme whatever they ploy and whatever they do, storming Terra the capital of Imperium, home world of Humanity would be near impossible task for them, Terra which heavily fortified beyond the immaginations of traitors was defended was imperial custodes and mighty legions of Emperor, and other powerful legions like blood angels of Sanguinius etc who were grinding and bleeding down traitors to death with their stubborn resistance plus Guilliman who was bringing whole Ultramar with him as reinforcements. It was Horus's rashness and overconfidence who gambled more than the limit on the newly granted powers of Chaos how dumb. Also the last gamble when Horous decided to take upon Emperor one on one he really was so delusional that he thought he stood any chance against Emperor of Mankind. He literally hit his head upon the wedge of a sharp axe. Last but not the least Horus might have been a super powerful, furious warrior and primarch but as a commander, startegist and tactician he was pathetic. We can see this with his ventures and bad management of affairs of imperium and galaxy during his tenure as a War Master. He was literally creating a heap of mess rather than resolving everything while holding his command as a War Master. He lacked strategic and tactical insights and proper management skills so yeah it was expected. In these terms current War Master of Chaos Abbadon is more insightful and wise in these matters.
