You can actually put Kirby into his helpless state after his Up-B. It's just VERY rare when this happens. It has happened to me once in Dreamland and a few other times in Saffron City. It happens when you use Up-B near the very edge, and after landing you start falling on the next frame because of how close you are to the edge of the platform you landed on. Kirby then starts his Free-Fall animation.
You also can get Kirby in the anim with the forward grab throw, if you bounce yourself off of the platform and freefall after you're thrown away from your target. I think Yoshi also enters freefall after his egg throw if you start it from midair and fall long enough to switch animations. Source: I used to spam grabs throws forward against the top platform kirby team and then use the bounce to land on the left platform, usually went into the dive animation. For Yoshi I'm less sure, but I missed the final egg throw so many tines in break the targets that I SWEAR either my brain is gaslighting me or I saw that ground-pound like animation so often that I knew exactly what a no-recovery fall state was before I realized it was an intended visual cue you can't recover in that stance.

Dragon King is not exactly an accurate name for the game. Hal Labratory Office happened to be located in Ryōū, Japan. And Ryōū happens to translate roughly to Dragon King Essentially, the game was unlikely to ever really be called Dragon King. Put it this way, its like if a New York developer decided to make a fighting game, and used the name "New York, The Fighting Game"

If Final Smashes were added in this game, what would they have been for most of the cast? Mainly for DK, Kirby, Pikachu and Luigi as most elements or moves used in their Final Smashes in Brawl and later 4 and Ultimate didn't exist in 1999. Everyone else likely would've had the Final Smashes they've had from Brawl onwards (Fox's specifically likely would've been a different take on the Arwing Final Smash he has in Ultimate).

Sakurai have stated clearly that all of the unlockables were reusing moves from other characters, considering they're a clone to another and Jigglypuff was chosen for it due to her having a similar shape as Kirby.
If you got it because of the "If it were a Smash 2" poll, then that's not the case as it comes after Smash 64's release. The same goes for Peach. She was never considered or planned to be a fighter in Smash 64 to begin with. I think they didnt implement the pulsing effect on Jigglypuff's sing because would be a little hard to tell where the hitbox of the move is. It might make the move seem unfair. Considering Jigglypuff is moving left and right while singing. It might lead to players to thinking that the move hit them when it didn't. Or Maybe they deemed the pulsing effect too big? There is no way to know for sure.
