What he should have said it 1% VLT minimum to ensure there is still some sort of visibility and glass is clean of stickers. 2. Most people who disagree on this have not fully understand the whole issue. Tinting to maximum darkness is NOT compulsory. If you feel like you can’t drive with dark windows by all means don’t do it, but doesn’t mean others should follow you. Each to their own. 3. Damn agree. All of my car are tinted 10% VLT for rear 3 glasses. And 60% VLT for front 2 windows lastly 70% VLT of windscreen to Ensure driving visibility during night. Malaysian need to upgrade sikit lah.

This database can be used by the enforcement agencies for traceability purposes if something happens.

I believe some high quality tint allows vehicle occupants to look out but outsiders can't look in. Something like a one way mirror concept. The government should standardize the quality of the tint and not allow all types of blackout tints.
I believe there's a condition that there must be wing mirrors on BOTH sides, which presumes that basically one can monitor via the wing mirrors. In any case, even with dark tint, those in the car should have no difficulty looking out during broad daylight. And during the night, cars should have their headlights on anyway.
