Any% and All Bosses are different categories. He did everything right for an any% speedrun. Also he said in the description that this isn't official since the leaderboard doesn't come out until tomorrow.
Oh and here's the exact rule for timing. Maybe you should read the rules yourself before you discredit someone's run.
Unless specified otherwise, runs are ranked by loadless time, achieved by using an autosplitter and load remover integrated with LiveSplit. (Make sure to set Compare Against to "Game Time".)

24:09 Near the moon snail shell go to the right close to the mailbox there is a small tiny gap with (between wooden floor and propane floor) a crab on it that can launch you in the air and land on the mailbox to get the map. I accidentally done this by charge attacking a crab there.

Why do you go to save and reload alot? What does it do?

Primarily, reloading resets the position and aggro of all nearby enemies, which is great for safety because of their relative unpredictability. It also can be used if you're falling to put you back on the last safe platform you were on, without fall damage or ending up on some lower platform that completely screws up your route.
