didnt see the rating on the cap you replaced it with but you cant undersize the cap if its a 370 cap your replacing or a 370/440 you have to either use a 370 or one that has dual rating. that means nothing under 370. also check the motor's ohm resistance to each of those wires for shorts to motor housings or burnt wires. you take the wires out and put the probe in each one your looking for OL from 1 wire to the motor windings.

Ya this was a pretty bad one. Really sucks when this happens high up in high rise buildings
if you hold that shaft with your crescent and spin the squirrel cage it will loosen that up

9:24 a little sand cloth on the shaft reduces the rust acting like sand inside the fan spindle hole
