Probably the only one strong enough to fight Oro besides Akuma, is perhaps the legendary Gouken. He's been through tough times enduring from death's stare, and returned with a powerful skill, the power of "Nothingness" .
Would Oro fare well against Cody? Since in SFIV Cody remarks that beating up secret boss version of Oni was the most fun he had in a while or something, and Oni isn't really a weak fighter.
