I'm not correcting you by any means, but I think Guile can throw a singular sonic boom. It's just that he uses both arms to give it the extra power. Whereas Charlie's already has that power.
I can understand where your coming from but its mostly considered that he can only perform one with both arms simply due to the fact he never finished his training with charlie and due to his short temper he is unable to focus on creating one with a single hand, which is why charlie is considered the 'true' grandmaster of creating the sonic boom since he can do one with a single arm
On the Alpha 3 bit, just a note that all the console characters more or less were non canon, Guile included. Hence why the final version has Yun, who shouldn't be anywhere near a fighting age during Alpha 3's time.
Street Fighter's story seems rather hard to follow. Like, it seems like the first SF is the first, but then SF 3 comes after, then SF 2 or oen of the spin offs, then finally SF 4. Seems hard to track down what is going on and it doesn't seem like Capcom knows as well since it seems they unintentionally retconned something. Then again, being a MK fan, I have to at least say that MK isn't innocent with this, what with MK 9 being them going back in time to MK 1-3 yet somehow even before things change, events are already different, plus Kotal and D'Vorah being a thing before the first Mortal Kombat game yet we never see them, even having D'Vorah appear in the MK 2 time frame yet she is absent for everything besides taking the Shaolin Monks prisoner so MK themselves seem to forget their story and retcon things that don't make sense. Comic books do this as well, did anyone know that Wonder Girl only exists because a writer saw a comic with a kid version of Wonder Woman and thought it was WW's side kick without actually doing the research where he would have found out that it was literally just a kid version of Wonder Woman? Yeah, Wonder Girl exists because a writer didn't do his homework and just wrote in a character at random.
I know Guile is from the US but what state is he specifically from because I know Balrog is from Las Vegas, and it seems like Ken might be from California but what about Guile??

They are the ones (because of their military or police associations) who always spearhead the battle against the main evil to be stopped (Shadaloo, S.I.N., or the Secret Society), and to me that makes them the *real* heroes of the Street Fighter games, because they are all motivated to seek justice and oppose evil. In their quest they also recruit Alex, Abel, and Ken Masters as allies. Ryu is mainly motivated by his personal journey of becoming a true martial artist, seeking to control the Dark Hadou, and defeating Akuma once and for all, with Ken Masters (because of his relationship as Guile's brother-in-law) being the connecting piece between the two main groups. I can't get too concerned about Akuma because he isn't trying to conquer the world, he's only seeking out worthy opponents for the personal satisfaction he gets from defeating them.

By the time he joined the Special Forces as a rookie: Guile's superior officer and close friend Lieutenant Charlie Nash taught him M.C.M.A.P. which involves Okinawan Karate, Jūdō, Tae Kwon-Do, Wǔshù, Boxing, and Jūjutsu to individually master, and to fuse together as one hybrid martial art. After Guile became an M.C.M.A.P. black-belt by mastering all six fighting styles: Nash lastly taught him the Sonic Boom ( ソニック ブーム ) and the Flash Kick ( サマーソルトキック ) to take his skills to another level; Guile learned the style, but his hot temper caused him to lack agility and proficiency in the special moves compared to his mentor; Nash can throw Sonic Booms with one swing of the fist, while Guile needs to swing both fists. In return, Guile taught Nash how to suplex; they're both basically MMA Fighters, but with ki-force.
Guile is the whole reason I became a fan of Street Fighter. he is my most favorite character.
