Yep. That's why baby could not get Vegeta's body to transform to ssj4 despite accessing the golden oozaru form and having a tail and whatnot. Vegeta later thought that it didn't happen because Vegeta's body was not purely sayian at that point but i really think that its because baby's motivations came from hating the sayians.

to me SS4 has is the transformation in anime with the best background, the best set up and the best delivery. It represents so much of what DB is, it's Goku's journey through this world, his love, his hardships, his friends and his self improving. This is why Z and GT goku are a far better character than most people realise and infinitly better than Super 's Goku. You can say making Goku a kid for 90% of GT was dumb and yeah it was but he was still the same Goku it's just that it looked weird while Super's Goku is simply the reverse, he is an adult but acts like a complete child and in most cases he acts worse now than he did when he actually was a child. SS4 represents the absolute of Goku. To me there's only one character transformation that will come close to represent such a full maturity of a character like SS4 does for Goku and that will be when Bleach TYBW Anime adaptation reaches the point where Ichigo uses Hollow powers against Yhwach.
GT is still geniune mess. It may be better on paper due to it being an actual sequel but much of GT's writing is even more inept than Super's. SS4 was the best part of the Baby Saga because it was the only time Baby was overpowered when arriving on earth. Dragon Ball fans love to talk about Goku's friends being useless when GT was the worst of it all. Piccolo getting one shotted by Baby, no showing for the whole arc after and then the 2nd scene he appears in dies is worse than anything Super ever did.
