They already did tackle optimisation, rewriting the lighting engine in 1.20. This made mods like Phosphor or Starlight useless so they did a good job there. Nonetheless, even with best optimisation there's not way Minecraft would pull off what you see in the video on an average PC. There are limits to everything

There's no pc that can run this without slowing down the tick speed. Mainly due to how Minecraft Java is coded, the game just can't properly render all these objects acting up at the same time.
I was thinking that but the movement and animations of the character seem to be normal speed - I'm a bedrock player so I don't know, does the tick speed command also affect that? Also the sound of the lever
The funny thing is that on minecraft console (legacy edition) you can do all these things normally and it won't lag much. I remember making superflat worlds made out of TNT and just blowing it up and watching the big tunnels it makes.

It’s likely a trick. He’s probably using the /tick 1 command to give the computer 20x more time to compute each tick, then speeding up the footage in post by 20 to bring the ticks back up to 20 ticks per second to make the footage look normal

Like, they already have to pay several thousand dollars per employee, you think they can afford current-day computers? Old PCs are technically safest as well, can't get hacked remotely if you don't have access to the Internet at all.
I think he's talking about the best computer nasa has, the Pleiades. I could give you some info on the specs but it would be a long reply. It is only 32nd on top 500 fastest computers in the world but i think it's certainly as powerful as you would expect from Nasa

To sum up, vanilla minecraft will perform worse on the supercomputer than it would a modern laptop/pc, not to say you couldn't design a multithreaded minecraft like server, but there will be a lot of trade offs.
They are not safer. They're much, much less secure. MS-DOS doesn't even have standard user accounts, they're all equivalent to administrator accounts in later versions of Windows. That's not even getting into the lack of disk encryption and TPM, the vast amount of vulnerabilities, and lacking security features. You can make any computer unable to be attacked through the network. Remove the NIC and physically secure the computer. Ancient hardware and operating systems are used for old-ass software that cannot be run using a virtual machine or emulation. Either that or laziness. It isn't about security or cost-saving.
The new command to slow down the game, combined with playing back the recording faster, makes it a lot easier to get footage like this without needing to download a mod that could do the same
The hilarious part is that a supercomputer from 100 years from now won't run Minecraft well, it's entirely on the developers to fix the game or the user to use mods. Developers need to understand if you want to maintain a game and it's playerbase for 15 years the game's foundation, engine and things like that will occasionally need to be updated
