Scoring:
-Pokemon Starts with a score of 100 points.
-Minus 0.1 points per reset (10 resets = 1 point)
-Minus 0.25 points per optional battle (4 optional battles = 1 point)
-Minus 1 point per TM (Excluding Broken TMs)
-Minus 10 points per Broken TM (Double Team, Substitute, Mimic, Rest, Bide, Toxic)

Rules:
1. 0 DVs (Worst Possible Stats).
2. No Items in Battle.
3. No Stat Boosting Vitamins (HP Up, Carbos, Iron, Calcium, Protein).
4. No other Pokemon in battle (HM Mules allowed outside of battle).
5. Timer STARTS when I select New Game, and ENDS when the Champion is defeated.
6. Required Battles are the battles that cannot be avoided without glitches
7. Save states for routing and catching HM Pokemon only.
8. No wild battles, except to catch HM pokemon.

Possibly so. I think the elemental punches will help a fair bit, and some faster Pokemon may be able to flinch-lock her with Headbutts in a lucky run, but she's definitely going to be hard

GSC Pokemon Challenges in what is night for some, what a hoot
What a hoot indeed. And a night run to boot!
Hm, I didn't account for Quick Claw when thinking about this one. Being able to bypass your slow speed on occasion makes luck more of a factor in your favor.
I dunno, Hoothoot may have ended at a lower level, but it also had a significantly worse score than Spearow did. I feel like the takeaway is that Spearow might need more levels to get through but it has a path to potential consistency (maybe not against Red but against most of the rest of the game), while Hoothoot's entire run more or less was "I pray to the gods of RNG for success." White Hoothoot had a moveset that gave it a chance to win under slightly more adverse conditions, I don't think that makes it the better Pokémon.
This is exactly true. I felt like it would consistently beat the Elite Four at a lower level thanks to sleep - it was really just a matter of reaching a level to outspeed a couple of key opponents. That said, it felt much worse at the end than Spearow and certainly wasn't going to beat Red until it could outspeed the Blastoise. I imagine with Max DVs the results would flip, especially if we also used Curse, and a good Hidden Power for Spearow, it's better attacking stats would carry.

am currently doing my own run of crystal with all 3 starter pokemon.
i didn't have any issues beating Clair with my Typlosion with minimum battles

Yeah zif you use the ultimate Pokemon randomizer, it's very easy to change the starters, not need for coding etc.

Hoot Hoot was my first shiny in Gold so I'm cheering for the little hypnobird!
