Because you can't force umps to try and figure out what foreign substance is helping you spin the ball vs get a better grip. I think the Red Sox (which is the team the Yankees were versing) should've been called out on it too during the World Series. Is wasn't pine tar but they were wearing hair products that does the same thing. With that being said keep in mind that it is the minor leagues who do the 10 game suspension. It's up to the mlb to suspend him or not. They could go less or they could just not suspend him at all. The 10 game rule is a minor league thing. Not a major league thing. Me personally. just like last year in the playoffs, game 3 of the ALCS Cleveland against Toronto, Trevor Bauer was pitching for Cleveland and had a nasty laceration on his finger, the stitches broke and he was bleeding, 2/3 of the way through the 1st inning Toronto manager John Gibbons protested and after a quick inspection by the ump Bauer was ejected because any substance (expect for the Rosen bag they provide) is not allowed, Under the rules Bauer couldn't even put a bandage on his finger. the pitching hand has to be completely bare. The big twist though is usually the umps won't enforce it unless the opposing manager complains. Didn't work out for the jays though, Cleveland still won and went on to win the series in 5 games.

I’m watching this 9 years later, and I think the commentator contradicted himself talking about having a better grip being OK after saying earlier that it’s against the rules to have foreign substances to have a better grip, as I recall he made a point about the rosin bag being out on the mound already. With that said, is there really a need for using, in this case, pine tar? Is the rosin bag that inept for helping get a better grip? Just want to make sure I understand that properly

Because you can't force umps to try and figure out what foreign substance is helping you spin the ball vs get a better grip. The rule is there and it's easy to enforce, only natural abilities on both side are allowed.
I think the Red Sox (which is the team the Yankees were versing) should've been called out on it too during the World Series. Is wasn't pine tar but they were wearing hair products that does the same thing. With that being said keep in mind that it is the minor leagues who do the 10 game suspension. It's up to the mlb to suspend him or not. They could go less or they could just not suspend him at all. The 10 game rule is a minor league thing. Not a major league thing. Me personally. I think he should get suspended for the 10 games for the pine tar, and then 20 games for being so stupid. Also keep in mind that catchers do relay pine tar on the ball back to the pitchers sometimes. Catchers have been known to put some on their plastics and apply it to the ball before they send it back to the pitcher. So keep that in mind too.

just like last year in the playoffs, game 3 of the ALCS Cleveland against Toronto, Trevor Bauer was pitching for Cleveland and had a nasty laceration on his finger, the stitches broke and he was bleeding, 2/3 of the way through the 1st inning Toronto manager John Gibbons protested and after a quick inspection by the ump Bauer was ejected because any substance (expect for the Rosen bag they provide) is not allowed, Under the rules Bauer couldn't even put a bandage on his finger. the pitching hand has to be completely bare. The big twist though is usually the umps won't enforce it unless the opposing manager complains. Didn't work out for the jays though, Cleveland still won and went on to win the series in 5 games.

I have to comment on this: As a once Yankee and a baseball fan, Michael Pineda should be ashamed and embarrassed. In the last 7-10 years, my interest of watching baseball has dwindled. For example, players that I used cheer such as A-Rod and Barry Bonds used steroids and PEDs. When will players learn that there are no shortcuts in baseball and all of pro sports.
