As cold as that was, the moment those words popped up, it was at that point I knew Briggs had finally become a Splinter Cell

An ex-MI6 agent takes down a plane more secure than Air Force One. This particular Splinter Cell gets as unrealistic as any game could ever get, maybe with the exception of the Saints Row 3 or 4.

Per the Wikia page on Splinter Cell, any Splinter Cell with authorization or permission from the President of the United States is authorized to exercise the Fifth Freedom as they see fit or necessary.
"For example, with the Fifth Freedom, a Splinter Cell may kill in combat or by assassination, may torture or kidnap people, may deploy on U.S. soil, and may spy on other U.S. government agencies. Another notable example was when Isaac Briggs was forced to exercise the Fifth Freedom by killing Secretary of Defense Lester Gollancz, since the latter was about to give Majid Sadiq access to America's top secret files."
Sam isn't the only Splinter Cell. It's suggested that there are other agents out there in the name of Third Echelon, since Lambert calls the Splinter Cell initiative a "program," meaning it likely has or will include other agents who successfully pass the testing required to be in it. I don't think the same is true about Fourth Echelon, the newly-created unit in Blacklist, but maybe in future games it will be a more widespread program.

I may be mistaken, but Sam was the first, so the statement is accurate to the first few games. But there were other active field agents and Splinter Cell operatives at the time of chaos theory if not sooner.
@@D990990990 only the first game, Pandora tomorrow is the first game we see other Splinter Cells in and in Chaos Theory Lambert out right says they exist
