I've tried holding X and pressing X over and over when Sam grabs the knife but I keep getting it lodged in Sam's throat. How do I get past that to flip Sadiq?

It is bassiccaly "licence to kill" in the field, at one's own discretion, to protect the other "four freedoms" by any means necessary. However if a spy works in other country the "Fifth freedom" is self explanitory and not needed as spy's primary job is to violate the law in other countries, and if an agent is compromised, he or she is at the mercy of the authorities of that country. It actually has something to do with economic freedom, a License to kill someone to protect the freedom of the people. letting the secretary of defense live was a threat to the american country, so it was either him or the whole country.
