Hi, that's a tricky one as January is peak rainy season for both, however Algarve is probably going to have the slightly better weather. Madeira is prone to clouds and overcast along with rain, however this is what gives it a dramatic landscape. If you're ok to risk there being some rain then go with Madeira, otherwise the Algarve is most likely a safer bet.
