I feel like South American play style would be the best counter to seer however I think the games would be high scoring

Honestly i think u can hardcode demo dodging stragies like jumping,flipping away,randomly hitting brakes to juke out opponent but it will be best if it learned all by itself by tweaking the demo reward up and down finding just the sweet spot where its good at dodging demos but its not very demo hungry either what do you think?
Do you think seer is gonna be able to learn advenced movement technic ?
Is it possible for Seer to train by watching pro replays?
Does Seer "know" where the ball is (going), where the opponents are (going), which direction and at what speed, where his teammate is and what his teammate is "thinking" and going to do at all time without looking... or does it have to "look around" and scan the situation continuously to assess and find out, then react, like real players? If it is the former, imho that's not just "AI" but it's also cheating, because it has information the real players don't have a priori, not much different than people using the ball trajectory predictor plugin and mini map plugin for instance.
Is there any options for us console players?

Most of the times there are no code updates. It just means that Seer trained more against itself.
