I used to feel so bad when i checked the scale and it went up, even by 0.2kg! When i started weighing daily(thanks to Coach E's suggestions) i no longer panicked at fluctuations.

What is the best way to measure fat? Is that a DEXA or Water tank test? You never listed on the right what are the four ways to track?
the best way is an autopsy , but I hope you don't get that. I would say a dexa, but honestly I just go by progress pics.

eat more food my guy. Focus on protein intake and being active :)
Rather than cutting calories, try to move more.. Play! Run, walk, gym.. Try to eat clean(whole foods) 80% of the time
