I like this take on it, often when he admits it they just have Chalmers be either accepting or just playing along for the sake of it but I always thought it makes more sense for him to be pissed off. In the real episode I'm sure Chalmers knows what's going on but let's him carry on anyway since he's still trying. If Skinner was just like "I fucked up" then he's just admitting he's incompetent and if he wasn't fired then, he would be after running away
