    I was 19 and living in Melbourne at the time. It was widely believed 'Mr Cruel' was a Policeman, because he left no clues, no forensics, and appeared to be one-step-ahead of police. It is clear he must have been somebody with police training, and likely a person who lived a normal average life, who nobody suspected. I hope one day the crime will be solved.

      you didn't require police training to understand forensics, this information wasn't protected, there was a whole series of ways to access it, including true crime and science magazines and journals, available at local libraries. Having an understanding of how to avoid incriminating evidence didn't mean you were a police officer, as the documentary suggests, it may have been as simple as the fact that he was a career criminal.

      I think it was, the way evidence from an early assault disappeared too, something isnt right... he probably knew that he had been sloppy, so he got rid of it at some point. Wow, this must have been so scary. I hope the last one really was the last... poor girls, breaks my heart.

    I watch a lot of true crime, but this was a dreadfully hard one to watch, especially hearing her mother speak at the beginning. This was so heartbreaking.

      Agreed. Even when you’ve seen other parents or families speaking out to find their loved ones, this was primal almost. It was eating her up to her core. Her language barrier didn’t even remotely matter.

      I listen to podcasts and true crime all day in head phones while I go about my business. 3 times this showed the same scene of her crying for her daughter to return and I agree, it got me too. I'm a mum of five and the pain in her cries, just heart breaking

    This happened 10 mins away from me and I was ten. It absolutely changed our childhoods. I had nightmares, as did my sister, and my mum. Absolutely horrifying.

    Evidence doesent just get up and walk away. It was removed, which leads me to believe Mr Cruel is/was a Police Officer who had access to the evidence storage room.

      Possibly he was. Poor handling of the evidence is also plausable. Some murders, most famously the Jon Bennet case, don't get solved due to poor handling of the evidence which is of course very frustrating.

    Something about that mothers geniune cry and pain for her loss that rattled me. I am a hardened crime watcher and this one kind of got to me. Was devastating to see her beg for her childs return only to find her child has been murdered.

      I agree. And at the end when she does that Buddhist ceremony at the site where her daughter was found- did you notice she was wearing the dress with the red sleeves- Karmen's favourite dress? That was gut wrenching.
      I don't know how people carry on but she had two other children so I suppose she stayed alive for them even when she didn't want to.

      Same. I only watch stuff like this because I really want to understand how someone could be so evil. I don't believe in religion, so I think it's fully a human thing, but still so unfathomable.

      Yeah. Absolute weak pathetic roach, that guy. He couldn't even pick on someone his own size because he is so weak. There is a map of suspects. One which I think is most interesting, the guy has moved to Canada after he found a canadian wife. He lived exactly right to be guy. He was known as a good community member and owned several companies. He's called the "Balwyn"-suspect, but we don't know his name. He is still alive.

    ive never seen a mother react so hurt by the kidnapping of her child. truly heartbreaking to watch her beg for her daughter back, only to find her body a year later. meanwhile so many other victims were returned to their families. she must have held on to hope every single day. poor woman. 😔

    This story is horrifying. To have all these girls abused never to have anyone put away. Then to have a child found dead is even worse. I couldn't imagine being those families. My heart goes out to all of them.

    We went to their restaurant all the time, the Chans were such friendly people, it was so horrible what happened. Everyone in Melbourne remembers this case, it's infuriating he was never caught.

    Mr. Cruel has similarities to the Golden State Killer. Authorities says it's highly unlikely they are the same killers so the next suspicion would be a police officer since the Golden State Killer turned out to be a police officer. They were both meticulous in cleaning up their crime.

      While the Golden State Killer was a police officer, he was only an officer for 3 years, and the majority of his killings took place AFTER he was fired. And being meticulous isn’t at all only a thing former police officers do when committing murder. And what the Golden State Killer did wasn’t unique at all, the BTK killer was very similar in watching houses for weeks before murdering the occupants. He was a house alarm salesman. Does this mean that Mr.Cruel is also an alarm salesman?

      @@coolmanyea5030 The GSK was only an officer for 3 years because he got caught shoplifting. He didn't magically quit and started his killings haha. That stint as an officer gave him insights of what officers do at a crime scene. Yes, other serial killers were meticulous but the GSK was meticulous exactly because he was a cop and he learned that knowledge when he was a cop; and him being a serial killer, he used that to his advantage, even after he was fired. Today, forensics is common knowledge but these crimes happened in the 1980s and 1990s. Crime scene processing and what officers do wasn't common knowledge. Seeing that Mr. Cruel left his scenes in a prestine, to a point that no one knows who he was. There's a a possibility he could be or was one an officer. It would be obtuse not to look into Mr. Cruel being an officer when he was meticulous to a point that it warrants looking deeper into officers at that time. BTK killer was an alarm salesman but that doesn't Mr. Cruel was an alarm salesman, that could mean that Mr. Cruel could be someone who had access similar to a salesman while he was trolling his victims.

      @@HokkaidoSan I’m aware that he was fired, which is why I said he was fired. I’m not too sure how him being a police officer would even help? The majority of his crime scenes weren’t cleaned up, it’s not like he took time to hide the murder weapon or the bodies. He very often had people see his face, left witnesses alive, left his DNA evidence everywhere, pretty much the exact opposite of Mr.Cruel? Do you have proof that it gave him insights of what officers do at crime scenes? Did the crime scenes he went to teach him to take off his mask so that people could get a sketch of him? Did crime scenes also teach him to leave witnesses alive? The Golden State Killer was only meticulous in the way that he stalked out the houses, similarly to how police assumed Mr.Cruel also stalked out houses. Besides that I can’t think of how he was meticulous in the slightest, unless you can provide me some examples? I mean, I can’t see a non-police officer doing a worse job than him.
      There’s a possibility that Mr.Cruel is a police officer, yes, but saying “GOLDEN STATE KILLER…?? POLICE OFFICER… MR.CRUEL IS KINDA SIMILAR TO HIM… THAT MEANS HE COULD ALSO BE A POLICE OFFICER.” is just really stupid. And yeah crime scene progressing with DNA was common knowledge at the time if you searched for it? There were many research articles on using DNA to solve crimes, and the year the first man to be convinced with DNA evidence? 1987, the same year Mr.Cruel started. And you know, I don’t even think police officers would have any knowledge of DNA at the time? Unless they actively wanted to learn about it, the people who would know about DNA evidence would be the detective or a criminal investigator?
      I’m just really annoyed at how every single serial killer is said to be a police officer with 0 evidence, and how people act being a police officer gives you sacred knowledge on how to commit perfect crimes.

      1 thing I've learned in my life, I'm 51 & been in & outta prison all my life, thankfully not since I was 40 so I've been clean. Not aex crimes, I'm no beast. But that 1 thing is that theres no profession that has as many lier,s & narcissist than the police. This was shockingly investigated, imo because they knew he was on the inside. Why arent they asking public whose got expensive recording equipment? Very few ppl had a video camera in the 80s. & you can bet he's showed that off or used it in family holidays, weddings etc. Imo the reason that wasnt pushed more, ie visit all the stores who sold them, visit photography clubs, whose got subscriptions to photography magazines etc. Because he was one of the ones who got to decide what got releases to press & followed up on vigorously. They were looking in all the wrong places, so incompetent its unbelievable.

      @@coolmanyea5030 how many alarm salesmen can stop the police from investing recording shops for customers? How many folk had video cameras in 80s? He was one of the ones who decided what to follow up on & what not imo. They were looking in all the wrong places, shoulda been asking ppl via media to report anyone with recording equipment, whose got subscriptions to recording magazines, whose bought recording equipment etc etc. But someone was able to steer them past that. Certainly not the alarm man.

    I am absolutely terrified to bring a child into this world. We live amongst monsters. That mother during the press conference brought me to tears. I could never survive that sort of heartache. I pray that all the families have found some semblance of peace. RIP CARMEN ❤️

    These Australian crime stories are so excellently done. Nothing mundane about them and you can see the personal involvement each investigator brings to the case. Unlike some American crime stories, where you almost think some of the police are actors.

      I feel the same way. Always when I watch them I think how normal and down to earth they are. Not as hardened as ours. But we also probably have 1000x more crimes..

    Burglary was not this guy's main motive; if so, why watch the families for days, only to attack when he must have known they were home? This guy's motive was the girls themselves, and control. The taking of money, items and eating the family's food is just another form of violation; this guy sought dominance, control, to make his victims feel helpless and to be a god-like figure over them. He wanted them to feel violated in every possible way and to show just how powerless they were against him. I'd say this was a both sexually-based and control-based motived series of crimes.

    To hear her parent talk in the beginning is truly heart wrenching. I can’t imagine how the pain from losing a child must be and I hope I never have to. Ugh just obviously anyone who kills another human being is going to effect anyone one way or another. But being the one to lose them and having to live with that grievance .. I just couldn’t imagine staying strong for any length of time if that were to happen… I don’t know how some people do it.. it’s difficult either way but I give kudos to the people who have stayed strong throughout their lives after being dealt with such a tragic ordeal. Again; I can’t imagine and I never want to!!

      I believe Mr Cruel was a "former" veteran/military who used to be a teacher. He knew his victims, maybe in distance.

      Wouldn't be surprised. We had the killer CHP Officer Peyer here in CA. And of course, the Golden State Killer. He was an off duty cop killing these people. They both got theirs though. Ancestry websites caught GSK. May they, as well as Mr Cruel rot in hell.

    I agree with the "psychopath" assessment- a feature is "criminal versatility"- and this guy certainly displayed that- and I agree with the guy who said burglary came first and then developed, plus that it started as fantasy.
    These crimes are all about control- most child abductors will snatch a child walking or playing alone, maybe from a garden with adults inside the house, but not making contact with the adults. But this guy did- twice tying up the parents and then abusing or abducting the child- controlling the parents was part of the fantasy.
    He stole money and stuff that was easy to sell but then I think he discovered a way to make more money- by making his own child porn and selling it- hence the video camera at the foot of the bed. That means those videos were distributed and are probably still out there- that's why he switched to abduction. The purpose now was to get a girl for the video, so that was easier without the parents in the way- hence the change in MO.
    The intense effort to hide his identity was, I think, because he was local and he would be recognised- he must have had some sort of public job- maybe a shopkeeper but he used the word "liberty" in "my liberty is worth more than your life"- not a common word-I think he was educated and two victims came from the same school- maybe a schoolteacher or connected to the school?
    The ransom demand was a casual attempt to get cash for a girl he intended to release anyway. And poor Karmen? I think he intended to kill her before he took her precisely because he knew she would recognise him- he knew her and chose her because she was "feisty" and therefore there was more satisfaction in controlling her. The car graffiti and execution style shooting was just to make it look like a drug gang feud- a real Chinese drug gang would not need to spray the car- the father would already know the motive and the gang would never advertise their activities in that way.
    Why did it stop? He was either dead or locked up. nothing else would have stopped him.

    15:03 When the Father John Wills, came out to speak to the media and thank everyone with their efforts to find his little girl Sharon, I broke down and cried. You could see how broken he was.Why are men or women so cruel to children? The survivors will never be the same the family will always be haunted with a memory that stole the innocent love between a father, and his little girl.

      the aftermath was... suicidal thoughts...

    I believe the abductor killed Carmen. Simply because the other 2 that he released were able to give information about him. If the police had kept quiet about that information. He may not have felt the need to silence Carmen forever. He may still live in the same area like. The BTK KILLER.

      Exactly what I was thinking. With karmen I believe he intentionally changed his MO by putting the drug money graffiti to intentionally throw off her abduction investigation and draw it out, give him time.
      The two girls he released were able to give pieces of description that were able to narrow down his area despite his best effort to conceal everything from them.
      Karmen if allowed to talk would've been the nail in the coffin that would've sent him to jail.
      I feel like after Karmen he realized he was way too close to getting caught and went back to smaller crimes or less flashy assults to help him uphold whatever life he held in the public eye and keep from jail.

      He corrected this mistake and covered his track with Karmen there after realizing he needed to pull back as he was disturbingly close to being caught. Or he got better at hiding it.

    As someone who watches so much true crime i never expected to cry so hard over the interview. It must have been so hard for them to see two girls be returned by this guy and they probably held some hope and to have it crushed by finding her dead. That must have been the most painful feeling in the world for the family, and then for the cops to start questions basically if they were to blame for her death.

    When I was in second grade I volunteered to be a school crosswalk guard in the mornings to help children cross the street just on the corner across from the grade school. Soon after I started I would hear someone whistling a strange tune from the house just behind me. I noticed it but being a kid I didn’t think it was alarming. Until one morning after a number of days the situation accelerated. Once I knew there wouldn’t be any more children since it was 8am, I crossed the street. Suddenly I heard the strange whistling again so I looked back. A scruffy looking shirtless man was sitting in the second story window of the house smiling at me. It seemed he was trying to talk to me. I turned around and walked towards the school. Something made me look back again as I walked closer to the door of the school. When I did I could see the man had stood up in the window on the windowsill to where I could only see his naked body from the waste down. He wanted me to see his genitals. I hurried into the school shocked at what I had seen. I told a teacher and was brought to the office where they asked me about it. The police were called. I told the police what happened. I never had to testify or speak of it again because apparently he had admitted to police what he had done upon interrogation. I still remember everything and I am 55 now. Creepy.

    Due to the information given, and if u look logically and due to the evidence removed so well done. It's impossible for the local burgalur to know such things unless he knew about it professionally such as a forensic scientist, who had contact with police forces and the evidence and able to remove the evidence. This case should have been more looked into.

      Missing evidence is unfortunately all too common at this time, i dont think that has any relation to the perpetrator.
      But the key here to me is his knowledge of forensic evidence despite something like DNA being very new.
      If he is/was a policeman is impossible to say but i think a key here is how did he know?
      Police, medical work, experienced criminal.

    I'm fine with the death penalty. It's not as much for punishment, but for someone that can do things like this there can be absolutely no chance that they can ever be allowed into society again. *NO CHANCE.*

    My theory on why a lot of women watch true crime: you're taught to look over your shoulder from the time you learn to walk. I think it's a way of desensitizing ourselves and of educating ourselves. It sucks, but it's true, the cat calls start when you're about 11 or 12...that's the world we live in. Wish it wasn't so. My heart goes out to these victims and their families.

    it was well planned, i feel like it was a police officer that did all these. it’s impossible for a rope to just disappear, a police officer must have access to the evidence room and threw it away. mr.cruel knew every move of the police officers investigating the scene, he knew every movement of the family-like the children’s parents are out for work.
    i was kind of suspicious of carmen’s father , he was like smiling ? it was like he wasn’t bothered at all, unlike carmen’s mother who cried out for her child to come back home.

    I've just watched a 60 minutes under investigation report on this and toward the end they mapped out 5 more possible victims just south of where the last victim was taken. They were all grouped in a very tight cluster and had the same m.o as his later victims. They said that he was extremely aware of forensics and left no trace of himself even going as far as to bath the victims twice and removing their clothing. But what if the police could look back on those earlier crimes, sort of like the archeology of crime. Criminals like this tend to experiment with their fantasies and over time improve and evolve their methods so what are the chances he wasn't as careful about leaving trace evidence in the beginning and made some significant mistakes that if somehow found could lead to him. And did he suddenly stop because he has been incarcerated for a completely different crime? Just a thought.

      It’s 2022. These crimes happed in the late 80s early 90s. Apparently it happened “abruptly” however it was stated towards the end of this documentary that there may have been “prior” victims.
      So this had been occurring….like it was speculated that he may have died or whatnot.
      Basically in my opinion I hope whatever happened to this disgusting cretin that he is no longer is alive.

    I watch a lot of true crime shows and all are very hard to watch but this one, this one really got to me. To bear witness to this poor mothers screams while holding up her daughters favorite dress, pleading with whoever had her daughter, to let her come home so that she could wear it...just ripped my heart clean out of my chest! Tears were streaming down my face while I was trying to watch this. Truly heart wrenching! I hope and I pray, that this poor mother and her family finally get the answers and the closure they so desperately deserve and that their daughter can finally and truly rest in peace. The soul takes flight to the world that is invisible and there arriving she is sure of bliss and forever dwells in paradise.

    If I would have to profile Mr Cruel, I would say he was a technician who lived in the area; and people in the area knew him well. He might have worked at the school or somewhere near. His age was between 30 and 40 years old. He must have known the children and their living conditions. He may even have had an excuse to come inside their houses for example maintenance. He might have had some kind of argument (Possibly disagreement over payment with an Asian in the vicinity) or a prejudice against Asians. (I say that because of the way he killed the girl. If he killed the girl because she saw his face, he may have used only one bullet; but three in the face is over kill and a revenge or hate-driven).

    This was very sad to hear about. Those poor 3 girls, plus the rest of the victims of this deranged man!
    The fact that the former commissioner of Victoria Police says that to this day he does not believe the police departments all over the country can speak with one another is quite alarming. You would think by now, there should be a way for all police forces to be able to contact one another. That was a very shocking statement. But then again, when are we not surprised by the way things are done in law enforcement at times.

    I wonder if he felt inclined to murder Karmein because if she were to be released she would be able to identify him meaning its someone she could've known, perhaps a frequenter at the family restaurant?
    It's possible that on the day Karmein was kidnapped he first went to the restaurant as per usual, saw both parents present and then went straight to their family home knowing that there was no parent present with them at the time. Given the context of the vandalism left on the family vehicle, he obviously knew that they did indeed own a restaurant, however, not sure if he only learnt about it through the media or if it was prior knowledge. It's likely that he was a frequenter of Karmein's area because another one of his victims lived in close approximation to Karmein.
    He's also clearly an opportunistic abductor given how he selected the first girl as a victim after seeing her article and learning that she and her sisters sleep alone in the bedroom and was confident that he could enter their bedroom and snatch one of the girls and that no adult would be present in the room. The girls he did release he may have known for sure that they would not be able to identify him as he's a complete stranger to them (given that girl 1 was targeted after being seen in an article).

    My theory is that the act of killing got to him. His previous abductions do not indicate the actions of someone with a desire to kill. He had plenty of other opportunities to kill and chose not to.
    I suspect the reason he killed when he did is because she saw his face. While the video speculates that 3 shots to the head is a message, and that does line up with the spraypainted car, I posit a different explanation. It can also indicate someone who has never killed before and wants to be sure the job is done.
    Combine that possibility with the sudden stop in crimes and its at least plausible that Mr. Cruel had an uncharacteristically human reaction to killing, which made him stop his crimes

    I had been waiting to see this program since it came out. Unfortunately, it was pretty much impossible to get access to in America. Thanks so much for posting the video, finally. I consider Mr. Cruel to be the Australian equivalent of The Golden State Killer here in the US. I think he will be discovered, eventually. I don’t believe it is Brian Elkner, though.

      Hopefully they catch him like they did the Golden State Killer. DNA used through ancestry websites and trace it back to his ass. It's only a matter of time.

      Yes I saw a comment about eating in the home after and I thought of the golden state killer. I’m only a few minutes into the video so I don’t know the whole story yet.

      @@turtle19dad genetic genealogy is absolutely amazing. It’s the biggest thingy to happen since actual dna tests were used to solve crimes. Any cold case with dna is basically able to be solved now. We just need more people to learn how to do it. That woman cece moore taught herself!!

    13 year old shouldn't be left as parent or babysitter for younger siblings. Probably the killer keeps an eye on people like this for a long time though :(

    I always thought the electrical lines worker theory was the best, I know 2 of his victims where abandoned at sub stations and at least 4 of the victims had houses that backed on to pylons. Plus it's very good cover been in a hardhat and harness 40 foot in the air not to mention it's a good spot for recon. I believe 2 brothers also caught a man recording children from a pylon. These 2 kids lived next door to one of the victims but the lead slipped through the cracks. He's dead now obviously but it would be nice to put it to bed

      @@ItsafknZoo funnily enough that under investigation segment of 60 minutes Australia have basically came to the same conclusion I did about the electrical lines stuff and they even found the original e fit of the man the 2 brothers saw. He's in all probability dead Mr cruel or he got a long sentence for something else because these people don't stop, in fact they get more extreme as Mr cruel showed us, first do it in the house, then take the kid, then hold the kid for longer and finally karmein Chan who I personally believe got into a scuffle with him on the way to been released and I think she got his balaclava off which is why she got shot 3 times because she'd destroyed his fantasy and this made him furious. Now he's killed most profilers would say he'd keep killing because why take the risk of a witness. Eventually I believe he'd have went into a home and killed everyone, then he'd assault his victim before killing her. This theory that he felt disgusted by himself after killing Chan so he stopped... Absolute rubbish. Like I said he's dead or doing life. Sadly he was that forensically aware (or someone who'd read forensics for dummies and got lucky) as shown by the bathing and scrubbing and teeth brushing he forced every victim to do that even if they had the man's DNA it wouldn't matter because they never found any in the Mr cruel case .     Oh my Goodness that opening plea from the Mother is “Heart-Wrenching “.... I was so busy just starting out in life then, that I do not remember this family-tragedy....

    Watching the 60 minutes documentary, I did not hear if they interviewed all current and past electrical workers, or went door to door in the area they call his safe house? I didn't hear in depth how each house was broken into. Maybe another hint... an alarm worker? Need to go every route I suppose.

    Within the first minute, hearing a mother’s heart shred to pieces like that... “This is your favorite dress..You have to come home to wear it! YOU HAVE T-..” I paused the video and took a moment to look away. Nearly began to sob, myself.
    I wasn’t prepared to feel like that.
    It’s just a normal Tuesday afternoon for me.
    God bless this woman and her family; I pray with everything in me, she (and all parents whose lives have been terrorized by unnecessary acts of cruelty against their children,) is able to find lasting measures of acceptance of things which cannot be forgiven, moments of true happiness within the strength to smile while remembering her Carmen, and the spiritual awareness to feel the warmth of soul - energy which cannot be destroyed with body - as she speaks to and of her daughter, until they meet again.
    I’d give anything to be able to provide indefinite and infinite protection of every child in the world.
    Or at the very least, be able to inflict maximum amounts of pain onto those who choose to harm them.
