Dieseltrucks is equipped with two batteries. Sounds like the starter is to tight. Take down the bellhousing and you can see the starter gear. Might be wrong starter or need shims. And you always need to fit the rear bracket on the starter or else the starter can tear apart that engine block. And then you need to test the glowplugs for easier start. Glow cycle and then start. Those old diesels will smoke like a freight train after sitting but it will clear up once you run it down the road! Good thing about Diesel is it Can sit unlike gas and still fuel the truck. Sucks something is rattling but those old Detroits aren’t as worthy as a old 7.3
Are you sure it's a 1986 truck? The reason I ask is the front clip is pre '81, the dashpad is pre '81, and the door panels are pre '81. Not to say all these parts couldn't have been retrofitted, but it just doesn't look like a 1986 chevy truck.

Starting fluid is fine for diesels they have ones you can put on Tractors to help start on cold days
Tractors are generally direct injection diesels. It’s the indirect injection diesel where starting fluid can caus problems

I used starting fluid once on my 6.2. Starter broke clean off. One bolt broke, the other stripped the threads. There wasn't any bracket on it

Try putting 12v directly to the start terminal on the starter
The starter relay is under the ashtray area of the dash.
GM used a heater relay on those trucks. The contacts welded themselves on alot.
