To be fair, they seem to be slower than Warlock Punches. Taunts are made to disrespect the opponent, and anyone who gets hit by one of those was in a position to be disrespected.
But then you have a taunt the speed of Link's though.
I think it gives all characters a reward for shield breaking which is nice but possibly unnecessary
Marth just needs to use his shield breaker and... voila!

This is actually surprisingly balanced. But it's balanced in the same way that UMvC3 is balanced: everyone dies equally early.

I definitely noticed the large amount of modded TAS videos. He only wants characters that are flashy for the sake of being needlessly flashy. Imo, that's not how balancing works.

you saw that he used it on a sheild break, so that's what its for, a sheild break punish
But rest can be used as a combo ender on fast fallers and heavy characters. It's also a viable punish move, as Jigglypuff has a lot of attributes that can force rolls on a lot of characters anyway. As a result, rest is a risk reward move in and of itself.
The explosive taunts, however, clearly have no such benefits. The only situations that they are naturally reliable are if the receiver is in dazed state or if the receiver is an unseasoned Smash player that has no idea what is about to hit them. They are majorly possible to avoid if the opponent adjusts to the in-game situation.

If you can't see why that works for Jigglypuff, a character who's strengths are combos and setups, I have no reason to believe that you understand Jigglypuff as a whole. Needless to say, there are universally tangible reasons for why there are many more rests in competitive play than there are shield breaks, because this "exceptional timing" you speak of is ridiculously hard, under the simplest given circumstance that you won't see a good high tier player try to shield a Jigglypuff outright.

If you're using both in a 20XX iso, how do you use turbo mode? I looked through the menus and couldn't find it.
In character select screen, choose character and push D-Pad right. You can play .pat character.

Yes.
Itaru I did that on a regular iso and it worked, but all the characters now have insane air mobility, high dash speeds and low friction

This looks okay but in my eyes it just looks like SD remix with the buffs being overdone. Not a big fan of the taunts exploding but thats just me, hope other people can get an enjoyment out of this.

In the world of fighting games you do both or either: You change numeric values making the character feel about the same but noticing the changes (regular way nowdays with online patching and stuff), or you change the foundation of the character totally or partially (mostly used for new releases of the same game or sequels), neither approach is good nor bad since a 100% balanced game won't exist, ever.
That being said: You can always do the MvC3 way: Make it so everyone can be exploited and powerful but easily killable and you'll make everyone lose their mind.

Thank you for removing Luigi's rediculous dash attack. As a luigi main, it made me very happy to him do an effective dash attack for once ever.
This is awesome. Would there be an easy way to mod it to have a mode like PM has with its special versus all star mode where when you die, you switch characters? Hell, it'd be awesome to have that in normal melee.
