      They could benefit from training - in empathy, compassion, and critical thinking skills. Are these part of the police officer training program? Or part of the OJT with their training officer? Are training officers trained to train these skills?

      Don't be fooled. They knew his history and welcomed it. It isn't a case of not doing their due diligence. The Globe department is one of three or four departments in AZ that all cops know is where you go to work when you're forced to leave another department for misconduct. Just about every dirtbag cop like this has cycled through all of those "sanctuary departments", because those departments welcome dirtbag cops.

      Worse than that. Decent officers increasingly leave such departments.
      So that when people insist that it's surely stretching coincidence that every apple in the barrel is rotten, we have to address the very real possibility that it is no longer coincidence. It has become - effectively - policy.

      Y’all are ignorant to WTF qualified immunity is, and you just parrott the phrase! If you show that a cop violated your civil rights qualified immunity is removed! I know! How do i know? I sued 4 cops for violating my civil rights, qualified immunity was removed in the first court hearing and i recieved a beautiful out of court settlement. Qualified immunity only protects cops from frivolous lawsuits, like trying to sue a cop for a speeding ticket! Stop spewing the BS mantra, qualified immunity actually protects GOOD COPS not the bad ones! Y’all need to get the facts right.

      @Mike Gallo Well it will default back to Federal qualified immunity statutes that SCOTUS ruled on years ago. Besides if you are going after cops for civil rights violations, you are filing suit in Federal court anyways, and the Federal court cannot undue what SCOTUS ruled on. I really think those states are making a mistake, qualified immunity protects good cops, not bad cops, now you might as well have no cops.

    A good attorney can stack these departments in a civil law suit. The victim can really clean up on compensatory amounts. Stacking is a common civil liability tactic for attorneys to sue for damages from multiple municipalities for foisting off this bad penny cop.
    A similar experience happened some years ago with my son.
    He was living with us after losing his home. He accumulated several speeding tickets and his license was suspended because of it. Still, one night he and his friend took my wife's van without her knowing about it to Brownsburg, Indiana. Now before I go on with this story I want to emphasize that I totally disapproved later of his taking my wife's van without permission. He could have had his friend, Lucas, drive because Lucas had a valid license. That said, we'll return to the story.
    They were driving down a residential street when they were stopped by Brownsburg Police Officer Toby Deaton. He walked up to the driver side window and asked for driver's license and registration. He didn't give his name nor why he stopped them. This is perfectly legal and he was within his official capacity not to give his name, nor why he stopped them. My son told him immediately that his driver's license was suspended. He gave it to Officer Deaton and he wrote out a citation. Now, that would have been the end of the traffic stop as Lucas could have driven the van. But, Officer Deaton had other ideas. He asked if he could search the van.
    My son agreed for Officer Deaton to search with a caveat. My son said he wanted to watch him search, " Because police are known to plant evidence. "
    Officer Toby Deaton went into a rage. " That just cost you 180 dollars! " He roared." I'm impounding this vehicle."
    Officer Deaton had my son exit the van and put him in handcuffs while he had my son stand by the side of the road in front of all who could see that he was being humiliated while this officer ransacked the vehicle.
    It was two hours later and the van being towed away that my son was released from his restraints.
    The next day we collected my wife's van and the interior was completely trashed. The van had been searched three different times.
    My son and I went to the Brownsburg Police station the next day to file a complaint. The lieutenant who took my son's complaint made sure i wasn't allowed to be with him. So, I went to the Assistant Chief, who took my statement. We talked for over an hour about how I was a former police officer and that Officer Toby Deaton had turned a simple traffic stop into a carnival freak show, with every cop on patrol stopping by to see what Toby Deaton had on display.
    Toby Deaton was allowed to resign and I don't have any way of knowing where he went. I found out much later that he left the Seymour Indiana police department under a cloud. I assume Toby Deaton is still out there reeking havoc on civilians. I would hope this story goes viral and somebody can tell me where Toby Deaton is now enforcing the law so I can go to the next commissioner's meeting to reveal Deaton's history and if they are aware of it, and if they are, why are they allowing him to work for them.
    If anyone can help me find this bully please help me.

      Yep! I completely agree. If a Chief is willing to dismiss THAT behavior, he helps perpetuate the behavior. Insensitive comments is something they can try to train on, that "officer" used a weapon to attack a woman that was not threatening OR posing him any harm.

No camera switched on, with sound, and both recording? Then you’re out of uniform and no arrest or other law enforcement action will be deemed, “lawful,” in court. That would solve a bunch of problems overnight 👍

      Objectively speaking, no, I don't think he took joy in doing what he did, but nevertheless, shouldn't be tasering people who don't show any risk of harming the officers. I think he should take a job outside of patrolling, but shouldn't necesarily be fired. Do you really wish for a person to not be able to feed himself or his family with the job he choses to do? That only makes things worse.

      Why would there be any outrage about someone getting tazed if they had a legitimate reason to be there? That makes no sense. By the way the only legitimate reason is a valid search warrant issued by a judge supported by probable cause. There was no mention in the video of a suspected crime or a warrant or that this woman was in any connected to a report of a crime.

      @@thatrunawayguy3555 They also might have pressured her to agree to let them in. Happened to me. A crazy neighbor fabricated a story about a child being beaten inside my home. The sheriff's dept called me and said I better come home, because they were about to break down my door. I was so shocked that when the deputies asked to come in and look around, I said yes.
      Never again! They were so frustrated that they didn't find anything, that they made up some other bogus thing to charge me with.
      I think they were in cahoots with the neighbor. I was told later, by other neighbors, that the guy had connections with local law enforcement, and that he loved to call in with complaints to get his neighbors in trouble

You rarely see the good because they rarely make the news. They don't have complaints filed against them so you don't see their name in the local media. Leadership makes it difficult for the good ones to turn the bad ones in, which is very unfortunate.

      They actually do have one it's called the Brady list, the problem is the prosecutors office and the chief and or sheriff refuse to do their job and put these cops on that list .

      There is a national database. But you have that thick blue corrupt line where officers are allowed to resign rather than being terminated and then they’re sick blue line supervisors give them a beautiful recommendation to take to the next department.
      You don’t address it through training. You report them to POST & request their police officer certification be revoked.
      Az Departments don’t use the system that is already in place.

    Back in the day I had to provide 3 references and a hair follicle sample for a part-time job at BLOCKBUSTER Video in Pennsylvania. I kid you not. They ran my hair sample for drugs, called every one of my references and spoke with them for no less than 15 minutes and interviewed me twice. Once BEFORE I gave the references and once AFTER I provided my references and hair follicle sample. This was for a job in which I sorted videos, stocked shelves and greeted customers. I would have probably had an easier time becoming a Cop.

    This cop belongs in prison - I would give him 10 years. The town he previously worked at should force the council and the police chief to resign or fire the lot of these corrupt people that put the lives of innocent people at risk. You correct it by firing these monsters. Sounds like he won't go to a mental health facility in case they section him. If the Mayor and council think this is okay then they need to be fired also taking the chief of police with them.

      The bad cop never stayed long enough for an internal investigation, and by quitting...his job records remained intact.
      Police departments save hiring costs when an already certified officer applies for a job and can reasonably be on the street a lot faster, instead of sending a raw recruit to the police academy.
      The Police “Brady List” is useless if the bad cops names never cross the Blue Line to make it on the list...

      Its not about competency. Heavy majority of the force have the competency to lock up the guilty criminals.
      Its about credibility. A much lower percentage of the force dont have the credibility to properly police their own, including pre-hire backgrounds and terminating/charging bad cops or those that break the law.

    The new agencies aren't TRYING to learn their recruits' histories. If they were interested there would be a database and agencies would be required to report reason for dismissal or invvestigations current at time of resignation. Such information should NEVER be considered private when carrying a badge and a gun are involved.

    I am not disregarding the officers actions but did the officers know the suspect had mental issues?
    She appeared to speak intelligently with the officers “It’s against the law; obstruction of justice”.
    All she had to do was comply.
    I don’t agree with the taser since they could have gone to her and handcuff her - unless she had a weapon.
    Why were the officers called to her home? This report is not disclosing all details.
