It depends upon the area. Yes you can get a house with legal basement in this price range in many areas but not close to Toronto.
Another option is to buy a house with a basement and convert it into a legal apartment and rent it out.

They don’t provide rent subsidy if you are earning good. If you have no or less income, they might have some options. I am not sure.
