This actually isn't what he sounded like, it sounds odd because the video is sped up, possibly on purpose; thus a more faster and high pitched voice. It's a popular propaganda technique that they used in Hitler's recorded speeches as well. In normal speed they have much deeper voices and slower voices.
Old recorders couldn't make films with 24fps so you had to speed up the recording in order for movements to seem natural, otherwise it would be like watching a slideshow.
